All areas where certified <br />compacted fill is to be placed shall first be cleaned of <br />structures, concrete, asphalt concrete, vegetation and debris <br />materials. The excavated bottoms of all fill soil excavations <br />shall be observed and approved by the Soil Engineer and the City <br />Building Inspector before backfill with certified compacted fill <br />begins. The soils to be used for compactions should be mixed <br />and watered to obtain uniform optimum moisture content. The <br />soils shall be placed in a layer not thicker that eight inches <br />and Mechanically compacted or wheel-rolled to a minimum relative <br />compaction of 90-percent. <br /> <br />Prior to demolition of any structures on the project site, an <br />asbestos and lead paint survey shall be prepared to determine <br />the presence of asbestos building materials and lead paint. The <br />asbestos/lead paint survey shall be submitted to the City's <br />Environmental Coordinator for review. <br /> <br />Prior to issuance of grading permit, the applicant shall submit <br />for review and approval a surface drainage/grading/erosion <br />control plan prepared by a registered Civil Engineer, showing <br />the direction and means of flow to the adj acent street. The <br />plan is to include existing and proposed elevations adjacent to <br />all property lines. Drainage routed to the street must be <br />directed beneath the sidewalk and through the curb. <br /> <br />Prior to issuance of a grading permit, the applicant shall <br />prepare an NPDES post-construction storm water management plan <br />per Orange County Drainage Area Management Plan (DAMP) that <br />includes all structural and non-structural Best Management <br />Practices. <br /> <br />a. <br /> <br />Submit and have approved a surface drainage/utility plan <br />that includes all Structural Best Management Practices. <br /> <br />b. <br /> <br />Provide two copies of the Water Quality Management plan <br />that includes a description of all applicable Structural <br />and Non-Structural Best Management Practices, which may <br />apply to this project. <br /> <br />Prior to issuance of <br />shall receive approval <br />Water Quality Control <br />operations. <br /> <br />grading permits, the project applicant <br />of NPDES permit from the State Regional <br />Board for proposed on-site dewatering <br /> <br />31A-19 <br />
