APPEAL #277 <br />CIVIC DEVELOPMENT PLAN #22 <br />BANK OF CALIFORNIA <br /> <br />on motion of Councilman Yamamoto, <br />unanimously carried. <br /> <br /> At the request of the appellant, <br /> this matter was continued to <br /> the regular meeting to be held <br /> on Tuesday, September 7, I971, <br />seconded by Councilman Herrin, and <br /> <br />TRANSIENT OCCUPANCY TAX The Mayor opened the public <br /> hearing on an amendment to <br /> the Santa Ama Municipal Code <br />providing for a five percent transient occupancy tax to be levied by all <br />City hotels and motels. The Clerk stated no written communications had <br />been received. <br /> <br />The following persons spoke in opposition to the amendment: <br /> <br />Mrs. Albert Maund, Santa Ana <br />Mrs. 0ames McGrath, 2409 S. Main Street <br />Mrs. Maureen Sutton, 2211 E. First Street <br />Mr. John Mawson, 2005 N. Main Street <br /> <br />Mr. Frank Kusak, 306 Spurgeon <br />Mr. Earl Warstag, 1427 E. First Street <br />Mr. Charles Linker <br />Mr. Tracks, 604 N. Main Street. <br /> <br />Opponents objected to an additional tax; claimed that this would be <br />discrimination against one group of people; stated that Santa Aha has little <br />to offer the tourist, and that many people visiting attractions in nearby <br />cities come to Santa Aha to stay because there is no "bed tax"; that the <br />proposed tax will drive the transient trade away from the City, and will <br />add bookkeeping burdens for the hotel and motel owners; and that many <br />people already are using campers and trailers, instead of hotels, when <br />they travel, as it is less expensive. <br /> <br />The following people asked for clarification of the definition of "transient"; <br />how the City would police gross receipts in order to determine the 5% tax; <br />and what use would be made of the money so collected: <br /> <br />Mrs. Judy Fowler, 206 N. Ross <br />Mr. Harold English, 2409 N. Main Street <br />Mr. Earl Schmidt, 1117 S. Arap'ahoe Drive <br />Mr. Jim Quinn, 502 N. Lyon Street <br /> <br />Mr. James D. McGuigan, 5642 Keelson Avenue, and Mrs. Lucille Francis, <br />1643 W. Camile Place, spoke in favor of the tax. They suggested that the <br />tax, or a portion of it, might be used to build a convention center in Santa <br />Ana in order to attract tourist trade; that collection of the 5% tax could be <br />administered so that it would not be an undue burden on the hotel owners; <br />that transients also receive police and fire protection, as well as many <br />other City services; that this is a fair tax. <br /> <br />CITY COUNCIL -284- August 16, 1971 <br /> <br /> <br />
