effective enforcement strategy. FHCOC contracted with a lending discrimination <br />expert to analyze HMDA data and to provide a report on the results of the analysis. <br />The findings of this report have been used to establish a basis for lender testing <br />activities. During the report period lender testing activities were conducted with the <br />support of HUD Fair Housing Initiatives Program (FHIP) grants. FHCOC will <br />continue to investigate and initiate enforcement actions against lending <br />discrimination. During the next 12 months (2004 -2005) FHCOC will conduct lending <br />enforcement activities, and by the end of 2004 -2005 FHCOC will have conduct 10 <br />additional lending tests within the region - this is in addition to 78 lending tests <br />conducted from March 2002 through June 2004. <br />■ During the 2003 -2004 report period, FHCOC offered fair housing training sessions <br />that were open to all local government staff. FHCOC will continue to send notices to <br />city staff regarding upcoming training. All persons attending will receive certification <br />of. attendance. <br />■ During the report period, the FHCOC provided written materials in three languages <br />for use by local jurisdiction and other service providers. It also offered a special <br />outreach project to immigrant populations in low- income neighborhoods to assist in <br />informing and organizing such populations - more than 500 Orange County <br />households were served during the 2003 -2004 report period. As a result of a <br />previous FHIP grant, FHCOC has improved its education and outreach capacity to <br />immigrant populations in the region, specifically immigrant communities with limited <br />English proficiency. FHCOC will continue to distribute written materials and provide <br />community education services. FHCOC will also design and implement a fair <br />housing testing program to involve members of immigrant populations with limited <br />English proficiency as a vehicle to increasing outreach to those populations. <br />FHCOC will also continue to distribute a quarterly fair housing newsletter and other <br />materials to service providers, the housing industry, and the public. Finally, as part <br />of its current FHIP project, FHCOC will acquire a broader set of non - English fair <br />housing outreach materials for distribution in various immigrant communities. <br />■ During the 2003 -2004 report period, FHCOC received extensive training to insure a <br />valid audit could be conducted of insurance companies' denial rates. FHCOC was <br />able to review some demographic data to determine turn down rates of insurance <br />carriers in areas of high minority concentration. The review and analysis of this <br />audit was limited due to a lack of adequate funding. <br />Santa Ana has distinct and independent policies and programs that affect housing <br />development. The City reviewed these policies and programs on a per project basis <br />and when appropriate mitigated the impacts of the policies through subsidies or <br />requirement waivers. Additionally, during the report period, the City required all <br />recipients of funds for housing related programs to assist the jurisdiction to <br />affirmatively further fair housing (including property owners participating in the <br />Section 8 Rental Assistance program). <br />10 9/9/04 <br />19E -13 <br />
