The City also provided a Certificate of <br />Consistency for the Consumer Credit Counseling Services of Orange County for <br />their application to HUD for Housing Counseling grant funding. Finally, the City <br />provided the Santa Ana Housing Authority with a certification that its PHA plan was <br />consistent with the City's Consolidated Plan. <br />3. HINDRANCES TO IMPLEMENTATION OF THE CONSOLIDATED PLAN BY ACTION OR WILLFUL <br />INACTION: The City did not take actions, or inaction, that hindered the implementation <br />of its Consolidated Plan. <br />D. EXCLUSIVE USE OF FUNDS FOR THREE NATIONAL OBJECTIVES <br />CDBG funds may be used to meet one of three national objectives: 1) eliminate <br />conditions of slums and blight; 2) benefit low- and moderate - income persons; 3) <br />meet an urgent need. <br />E. ACTIVITIES INVOLVING ACQUISITION, REHABILITATION OR DEMOLITION OF OCCUPIED REAL <br />PROPERTY: The City's Bristol Street Improvement was the last CDBG - funded activity <br />that required relocation (the project was completed in the late 1990's.) The last <br />displacements for this project took place in the 1998 -1999 report period. Past <br />CAPERS responded to the following, as required by HUD. <br />■ Steps to minimize displacement resulting from CDBG assisted activities. <br />■ Steps taken to identify households, businesses or nonprofits who occupy CDBG <br />assisted projects subject to the URA. <br />■ Steps taken to ensure the timely issuance of information notices to displaced <br />households, businesses and nonprofits. <br />F. ECONOMIC DEVELOPMENT ACTIVITIES TO CREATE JOBS FOR LOW- OR MODERATE- INCOME <br />PERSONS BUT NOT TAKEN BY THEM <br />The City did not utilize CDBG funds for economic development activities during the <br />report period.
