V. HOPWA NARRATIVE STATEMENTS <br />A. GRANTEE AND COMMUNITY OVERVIEW <br />1. Descriptions of 2003 -2004 Activities: As the most populous city in Orange <br />County, Santa Ana has administered the region's federal Housing Opportunities for <br />Persons With AIDS ( HOPWA) funds since 1993. During the 2003 -2004 report <br />period, HOPWA funds were utilized to support a variety of activities on a regional <br />basis. These services including the following: <br />Supportive services and housing offered via contracts with the Orange County <br />Health Care Agency including: <br />• Hospice care <br />• Short-term emergency housing and /or utility assistance <br />• Transitional housing <br />• Housing coordination services <br />• Life skills training workshops <br />• Medical detox -bed services <br />■ Tenant based rental assistance offered via contract with AIDS Services <br />Foundation of Orange County and Solari Enterprises, Inc. <br />Housing development in partnership with Mercy Housing California and AIDS <br />Services Foundation. <br />■ Program administration. <br />2. Grant management oversight of project sponsor activities including how <br />recipient was chosen: As the HUD - recipient of HOPWA funding for Orange <br />County, the City of Santa Ana is primarily responsible for grant management and <br />oversight. And while HOPWA funds are critical to meeting the needs of persons <br />with HIV /AIDS, it is not the only resource available - the County of Orange receives <br />and manages additional resources for HIV /AIDS services. In order to ensure the full <br />array of housing and supportive service needs of people living with HIV /AIDS is <br />provided, a regional planning process has been designed and charged with <br />prioritizing the housing /service needs of Orange County's HIV /AIDS population. The <br />Orange County HIV Planning Council has been established for this purpose — the <br />City of Santa Ana is a member of this council. <br />It is the City of Santa Ana's practice to contract with the County of Orange Health <br />Care Agency (OC HCA) for HIV /AIDS supportive services. (The OC HCA is the <br />primary regional public health service agency.) In turn the OC HCA issues Request <br />For Proposals (RFP) soliciting qualified service providers for program proposals that <br />will meet the needs of the County's HIV /AIDS population. While the RFP process is <br />open to all service providers, there is a limited pool of qualified HIV /AIDS service <br />40 9/9/04 <br />19E-43 <br />
