providers in Orange County. During the 2003 -2004 report period a contract for <br />supportive services was awarded to the OC HCA. Since the OC HCA has access to <br />additional HIV /AIDS resources it is positioned to not only leverage HOPWA funding <br />but also to ensure a holistic approach to serving persons with HIV /AIDS. For <br />example, the OC HCA utilizes non - HOPWA funding sources to subcontract with <br />several agencies that provide specialized services to persons with HIV /AIDS such <br />as mental health and outreach. The City ensures oversight of the County's contract <br />by serving on the Orange County HIV Planning Council and monitoring invoices for <br />services. <br />Contracts with AIDS Services Foundation (ASF) of Orange County and Solari <br />Enterprises, Inc. were in place during the report period for administration of a <br />Tenant Based Rental Assistance (TBRA) program. The City regularly monitored <br />both tenant files and HQS as part of contract oversight. City staff also attended pre - <br />eligibility meetings with housing applicants as a further oversight measure for the <br />program. ASF and Solari held quarterly meetings to evaluate program performance. <br />Also during the report period, one housing development project utilizing HOPWA <br />funds moved forward toward construction. <br />The City did not encounter any complaints regarding its program oversight or project <br />selection process during the report period. <br />2. Need and Estimated Number of Persons with HIV /AIDS: The OC HCA reports <br />that from 1981 to December 31, 2001, 5,970 AIDS cases have been reported in <br />Orange County. The OC HCA also estimates that between 1997 and 2001, 2,791 <br />Orange County residents were living with AIDS.
