Corrected for rounding errors <br />In terms of the transmission of HIV /AIDS, men who have sex with men and <br />intravenous drug use were reported the highest `"transmission Categories." <br />Additionally, this report estimated 1,500 individuals and 314 people living in families <br />are homeless and living with HIV /AIDS. <br />The HIV Planning Council of Orange County as part of their needs assessment <br />process identified several needs and challenges faced by persons with HIV/AIDS- <br />Identified needs included more affordable housing opportunities, land for new <br />construction, public acceptance of housing for persons with HIV /AIDS, and funding <br />for life skills training. <br />3. Description of Planning and Public Consultation Process: As described above, <br />the HIV Planning Council of Orange County Housing Committee and Santa Ana <br />staff is responsible for sustaining the planning and public participation process for <br />the use of HOPWA funds. The needs assessment and prioritization process was <br />utilized during the 2003 -2004 report period to allocate HOPWA funds for eligible <br />activities. This process ensured HOPWA funds met the needs of persons living with <br />HIV /AIDS that were not being met by other public and private resources. <br />In order to facilitate the needs assessment/prioritization process, the City of Santa <br />Ana commissioned a study by AIDS Housing of Washington (AHW) in 1999. AHW <br />is a Seattle based nonprofit agency that developed similar studies nationwide.
