periodically. This study remains the most current data source for the County's <br />HIV /AIDS housing and service needs. AHW utilized a community -based process to <br />develop the HIV /AIDS Housing Study. The study was developed in consultation <br />with interested community members including people living with HIV /AIDS, the <br />families of persons living with HIV /AIDS, local HIV /AIDS service and housing <br />agencies, housing developers, members of local governmental agencies, <br />community advocates and the community in general. Data sources utilized by AHW <br />included the County's most recent Homeless Continuum of Care grant application to <br />HUD, OC HCA data and survey information obtained from individuals diagnosed <br />with HIV /AIDS and local service providers. As these data sources have been <br />updated, relevant data has been revised in the Housing Study. <br />4. Other resources used in conjunction with HOPWA funded activities: <br />a. Cash — Some cash contributions were utilized in conjunction with HOPWA funds <br />during this report period; however, no effective means of tracking the receipt and <br />use of these funds has been developed. <br />b. !n -kind Contributions — Numerous individuals volunteered their time in support of <br />activities sponsored by HOPWA funds. Solari donated substantial staff time to <br />ensure program resources are utilized efficiently and to assist with a needs <br />analysis of future program needs. No dollar value for these efforts has been <br />established. Some in -kind contributions were utilized in conjunction with <br />HOPWA funds during this report period. But as stated above, no effective <br />means of tracking the receipt and use of these resources has been developed. <br />5. ACTIVITIES CARRIED OUT IN COLLABORATION WITH RELATED PROGRAMS: <br />a. Ryan White CARE Act — The City Santa Ana is represented on the County of <br />Orange HIV Planning Council that oversees Ryan White CARE Act funds. City <br />representation on the HIV Planning Council helps ensure HOPWA and Ryan <br />White funds are used efficiently by minimizing duplication of funding and <br />ensuring priority service /housing gaps are addressed. Over $5.4 million in Title I <br />funds were utilized during the report period. <br />b. AIDS Drugs Assistance Programs — During the report period, support for AIDS <br />drug assistance programs was sponsored through the supportive services <br />component of County programs. <br />c. Continuum of Care Homeless Assistance Programs — The County of Orange <br />submitted an associated application for 2004 Continuum of Care Homeless <br />Assistance funds. Applications for new and renewal Shelter Plus Care were <br />submitted as the region's top priority needs. A significant portion of Shelter Plus <br />Care resources are utilized by the County's Housing Authority to provide <br />affordable supportive housing for persons with HIV /AIDS. <br />d. Other Efforts to Assist Persons With HIV/AIDS and Their Families — Santa Ana <br />provided administrative staff for the Housing Committee of the HIV Planning <br />43 <br />19E-46 <br />9 /9/04 <br />
