PROCEEDINGS NECESSARY TO BE CARRIED OUT BY SAID CITY AS PROVIDED <br />FOR IN SAID PLAN; AND APPROVING AND DECLARING THE FEASIBILITY <br />OF RELOCATION was passed to second reading on motion of Councilman <br />Griset, seconded by Councilman Ward, and carried on the following <br />vote: <br /> <br />AYES: Griset, Ward, Garthe, Patterson, Yamamoto <br /> <br />NOES: Evans, Markel <br /> <br />ABSENT: None <br /> <br />Prior to voting, Councilman Evans stated that he thought the <br />Redevelopment Commission and the staff had been very sincere in <br />their efforts and deserved a lot of thanks; that he was sure that <br />every citizen in the community was interested in improving living <br />and economic conditions; that he personally had to vote his own <br />conviction and hoped that maybe he was wrong; that he could not <br />support something about which he was apprehensive; that the <br />procedures are vague for those who face condemnation; that the <br />powers of condemnation had been broadened; that possibly <br />the Agency might be forced to borrow from the general tax fund for <br />the operation of the Agency for the following year or so until <br />money could be obtained; that he thought it was unfair that the <br />owner of property within the Project Area might wish to build <br />on his property and would be unable to do so without approval of <br />another governing body; that private enterprise could succeed; <br />that his company (First American Title) was successful; that <br />there was private money there, and hopefully they were contribut- <br />ing to the development of the downtown area in their own way; and <br />that he sincerely hoped that he was wrong and that the plan <br />accomplished needs without further burden to the taxpayers. <br /> <br />Councilman Garthe stated that in the last couple of weeks, he <br />had had the opportunity to see some of the developments in some <br />of the larger cities in California; that one of the finest he had <br />seen in a long time was built in a slum area; that this Plan <br />challenges the Council, Planning Commission and administrative <br />staff all the way to dedicate themselves to doing a job for Santa <br />Aha and to do it in the best possible way. <br /> <br />The Community Redevelopment Agency and the Community Redevelopment <br />Commission adjourned their joint meetings with the City Council at <br />1:40 A.M., by unanimous informal agreement. (CA 82.5) <br /> <br />ORANGE COUNTY TRANSIT <br />DISTRICT <br /> <br />following action: <br /> <br />On motion of Councilman <br />Griset, seconded by Council- <br />man Evans, and unanimously <br />carried, Council took the <br /> <br />Accepted the proposed bus routes set forth in the Orange County <br />Transit District letters dated May 16 and June 15, as recommended <br />in the report dated June 11 from the Director of Public Works. <br />(CA 84.4) <br /> <br />SPEC. 734-105 After considering the <br />ANNUAL GASOLINE REQUIREMENT report of the Purchasing <br /> and Property Control <br /> Officer dated June 20, <br />1973, relating to the annual gasoline requirement bid award; <br />accepted proposals of Shell Oil Co. and Standard Oil Company, <br />authorized their execution by the Purchasing Agent, and adopted <br />RESOLUTION NO. 73-67 - A RESOLUTION OF THE CITY COUNCIL OF THE <br /> <br />CITY COUNCIL MINUTES <br /> <br />234 JUNE 25, 1973 <br /> <br /> <br />
