LAND AGREEMENT A letter from Howard B. <br />HOWARD B. LAWSON CO. Lawson Company dated <br /> June 20, 1973, requesting <br /> time for oral presenta- <br />tion; continued from June 25 meeting, was received and filed on <br />the unanimously approved motion of Councilman Evans, seconded <br />by Councilman Yamamoto, after being informed that the request <br />had been withdrawn. (Agreement) <br /> <br />DRILLING AND Council received and <br />ABANDONMENT OF WELLS filed an interim report <br /> dated June 20, from the <br /> Director of Public Works <br />regarding the status of the request of Dr. John Philp, County <br />Health Officer, that his department take over the inspection <br />for all drilling and abandonment of water wells within the <br />City. The request had been referred to staff on April 16. The <br />report stated that Municipal Code Section 39-32 covers the <br />subject and the staff is not prepared to recommend approval <br />of the Health Officer's request until it is satisfied that <br />the administration of the proposed ordinance would be fair <br />to all and not work to the detriment of the City; and that <br />negotiations with the Health Department officials would <br />continue ~ (CA 12) <br /> <br />CODE OF ETHICS The City Attorney was <br /> instructed to prepare <br /> and present to Council <br /> a resolution incorporating <br />all of the Government Code Sections, City Charter Sections and <br />Municipal Code Sections pertaining to a Code of Ethics which <br />were set forth in his written report dated June 19, on the <br />unanimously approved motion of Councilman Ward, seconded by <br />Councilman Garthe. (CA 50.12) <br /> <br />SURPLUS PARKING <br />METERS AND POSTS <br /> <br />Council instructed staff <br />to postpone the sale of <br />parking meters and posts <br />until a Civic Center Area <br />Parking Plan has been formulated in collaboration with the Civic <br />Center Authority on the unanimously approved motion of Councilman <br />Ward, seconded by Councilman Yamamoto. Councilman Ward stated <br />that the sale of the meters might be premature because of the <br />possible use of the meters in the Civic Center Area when a park- <br />ing plan has been finalized. <br /> <br />Mr. Billy C. Hall, Executive Director of the Santa Ana City <br />Center Association, recommended the removal from the downtown <br />area of the posts and the sale of meters and posts as soon as <br />possible before the market "dwindled dry". (CA 45) <br /> <br />ANNUAL SALE OF The sale of. scrap metal, <br />SCRAP paper,.wood, etc~ in <br /> individual lots during <br /> fiscal year 1973-1974, <br />in accordance with Municipal Code Section 2-704, was authorized <br />in unanimously approved motion of Councilman Evans, seconded by <br />Councilman Garthe.
