County of San Joaquin <br />Everything constituting the proposal and all documents contained therein shall be written <br />in the English language, and all numerical data famished shall be in the foot- pound- <br />second system of units of measurements unless otherwise specifically stated. <br />Costs for developing proposals are entirely the responsibility of the proposer and shall <br />not be chargeable to the County. <br />A proposal may be rejected if conditional or incomplete or if it contains any alterations of <br />form or other irregularities of any kind and will be rejected if any such defect or <br />irregularity could have materially changed the prices or requirements. Proposals that <br />contain false or misleading statements or which provide references that do not support an <br />attribute or condition contended by the proposer may be rejected. <br />If, in the opinion of the County, such information was intended to erroneously and <br />fallaciously mislead the County in its evaluation of the proposal and the attribute, <br />condition, or capability is a requirement of the RFP, the proposal will be rejected. <br />Proposals shall set forth for each "unit price item" of the work in the Cost Document a <br />unit price and a total price in clearly legible figures. <br />An individual who is authorized to bind the proposer contractually shall sign a cover <br />letter, which shall be considered an integral part of the proposal. The signature must <br />indicate the title or position that the individual holds in the firm. If discrepancies <br />between two or more copies of the proposal are found, the proposal may be rejected. If, <br />however, the proposal is not so rejected, the master copy will provide the basis for <br />resolving such discrepancies. Proposals must be submitted in the number of copies stated <br />in §10, Proposal Format, and must be received not later than the date and time specified <br />in Section 4. <br />A proposal may be modified after its submission by withdrawal and resubmission prior to <br />the time and date specified for proposal submission. Modification offered in any other <br />manner, oral or written, will not be considered. <br />A proposer may withdraw its proposal by submitting a written request for its withdrawal <br />to the County, signed by the person authorized in accordance with § 10.1 at any time prior <br />13 <br />
