County of San Joaquin <br />to the proposal submission time in Section 4. Proposer may submit a new proposal prior <br />to proposal submission time. Proposals may not be withdrawn after proposal submission <br />time. <br />Rejection of Proposals <br />The County may reject any and all proposals and may waive any deviation in a proposal. <br />The County's waiver of a deviation shall in no way modify the RFP documents or excuse <br />the proposer from full compliance with the remaining specifications if the proposer is <br />awarded the agreement. <br />Proposal Evaluation <br />Qualifying proposals will be evaluated in accordance with the procedures contained in <br />§l1, Evaluation. <br />All documents submitted, as part of the proposer's proposal will be deemed confidential <br />during the evaluation process. Proposals will not be available for review by anyone other <br />than the County evaluation team or its designated agents. <br />During the evaluation, validation, and selection process, the County may desire the <br />presence of a proposer's representative for answering specific questions, orally and/or in <br />writing. <br />If errors are found in a proposal, the County may reject the proposal; however, the <br />County may, at its sole option, correct minor arithmetic and/or transposition errors on the <br />basis that the lowest level of detail will prevail in any discrepancy. The total price of unit <br />price items will be the product of the unit price and the quantity of the item. In case of <br />discrepancy between the unit price and total price of an item, the unit price shall govern. <br />If the unit price is ambiguous, unintelligible or uncertain for any cause, or is omitted, it <br />shall be the amount obtained by dividing the total price by the quantity of the item. In the <br />event of a discrepancy between the quantity cited in the narrative description and the <br />quantity listed in the cost data, the quantity cited in the narrative shall govern and <br />extensions and shall be recomputed accordingly. If these corrections result in significant <br />changes (if awarded the agreement), the proposer shall be informed of the errors and <br />corrections thereof and will be required to accept the corrections as made by County. <br />Contract Award <br />Award of the agreement, if awarded, will be to the acceptable proposal providing both an <br />economically feasible solution, and whose proposal complies with all of the requirements <br />of the RFP documents as determined by the County, and any addenda thereto, except for <br />such deviations as may be waived by the County. Such award, if made, will be made <br />within a reasonable length of time. Written notification will be made to unsuccessful <br />proposers. <br />14 <br />
