PHASE I: COPS Grant Restoration and Manaeement <br />Task I -1: Grant Review (8 Hours) <br />As an initial task, Ms. Nancy Leach would meet with the department staff responsible for grant <br />management to better understand the details of each grant (MORE 96, 98 and 02), and the <br />technology which was purchased (or will be purchased) with grant funds. Additionally, Nancy <br />will review both the documentation provided to the COPS Office (to date), as well as identify <br />any outstanding documentation requirements. Since the department has reported a total of 48 of <br />the required 53 FTEs to the COPS Office, and as the grant award period expired on September <br />30, 2003, Cit Com, Inc will review the MORE 96 materials, and keep such information on file in <br />the event any future action is required. <br />Task I - 2: Prepare Reaorting Tool for COPS MORE 98 (32 Hours) <br />Cit Com, Inc. would prepare a detailed redeployment-reporting tool. The redeployment reporting <br />tool is the instrument which is used to establish the baseline for future redeployment tracking <br />(this is something that all grantees must promise to do when applying for a grant). Typically, this <br />task is done approximately one year prior to grant closeout. <br />Task I - 3: Preoare a Baseline (45 Hours) <br />The department must establish a baseline of how much time sworn personnel currently spend on <br />the activities which will be impacted by the new technology funded by the MORE grant. <br />Examples include: conducting warrant checks, writing reports and assessing the time currently <br />spent being briefed on previous shift activities. To accomplish this task, Cit Com, Inc. would <br />conduct interviews with across-sampling of affected employees and also employ a survey <br />instrument that would be distributed to a wider group of sworn personnel. Following the <br />collection of baseline data, we would compare the findings with national averages and produce a <br />reliable baseline. <br />Task I - 4: Develou the Tracking Plan 140 Hours) <br />The second task would involve the creation of written tracking materials (surveys) that would be <br />distributed to a sampling of sworn personnel In addition to inquiring about how much time is <br />
