needed for tasks impacted by the new technology, the form would also inquire about what is
being done with the newly saved time. The form is distributed four times from the start date to
the end of the tracking period (one year). And upon the receipt of the quarterly data, our firm
would compile the information and mathematically adjust the survey results to represent the
entire agency based on the sampling data. The current award end date for the MORE 98 Grant
is February 28, 2005. A time period of one year is required to properly track time savings after
all technology included in the project has become operational. Since and the Department does
not anticipate becoming fully operational until late 2004, an extension request to the COPS
Office will be required to fulfill all grant requirements.
Task I - 5: Preaare the Redegloyment Summary Report 160 Hours)
Following the collection of data in Task I-5, our firm would prepare the final redeployment
tracking report for submission to the COPS Office. The report would include the following:
1. A statement describing how time is being saved: Redeployment tracking plans must
contain a narrative describing how the MORE grant is saving time for sworn officers. The narrative
describes all of the time savings information.
2. An explanation ojthe method being used to track time savings: Redeployment
tracking plans must contain information about the method that is being used to count and report the
time savings from a MORE grant. This information is used to calculate the time savings and
officer redeployment that has occurred.
3. An explanation of how the time saved enhances an agency's community policing
efforts: The plan must describe how specific activities related to the grantee's community policing
mission was enhanced through the aid of the MORE grant.
4. A Retention Plan: Following the submission of status reports and at the conclusion
of the use of funds, the grant recipient is required to predict how the department will maintain
"theoretical" redeployment for a full fiscal year following grant closeout. We would prepare this
report based upon the collected reporting statistics.
PHASE II: Contract Development with Positron
Task II - 1: Contract Development (275 Hours)3
s This is an estimate, based on previous experience with contracting -the actual number of
required hours may be modified with project manager approval.
12
