(CA 80.2) <br /> <br />EMPLOYEE P, ESIDENCY The recommendation of <br />REQUIREMENTS the Personnel Board, <br /> that no change be made <br /> in the existing employee <br />residency requirements as contained in Section 9-3 of the <br />Santa Ana Municipal Code and Council Resolution 69-118, <br />transmitted in a letter to Council dated March 6, 1974, from <br />the Secretary to the Board, was continued for review and <br />discussion at the Council Study Session scheduled for <br />April l, 1974, at 12:00 Noon, in the City Hall, Room 831, on <br />the unanimously approved motion of Councilman Griset, seconded <br />by Councilman Ward. <br /> <br />Councilman Yamamoto suggested that the Personnel Board be <br />invited to participate in the discussion. <br /> <br />Mayor Patterson favored an incentive plan to induce employees <br />to live in the City because "people should live where they <br />work and they should be involved in the community where they <br />work." Ne stated that he was strenuously opposed to forcing <br />an employee to live in the City or face the loss of his job, <br />and that key personnel should live in the City, with some <br />sort of "grandfather" clause provision. <br /> <br />Councilman Evans stated that he was opposed to the decision of <br />the Personnel Board. <br /> <br />Councilman Ward stated his opinion that all future City employees <br />should live within the City limits; that department heads should <br />live in the City; and that he was interested in further discus- <br />sion regarding incentive plans. He suggested that staff provide <br />an additional report based on the Council comments.
