<br />SECTION ,. <br /> <br />INTRODUCTION <br /> <br />The City of Santa Ana is provided administrative responsibility for the disbursement and monitoring of various federally <br />funded housing and community development programs. They include, but are not limited to: <br /> <br />Community Development Block Grant Program (CDBG) <br />HOME Partnership Investment Program (HOME) <br />Emergency Shelter Grant Program (ESG) <br />American Dream Downpayment Initiative (AOOI) <br />Housing Opportunities for Persons with AIDS (HOPWA) <br /> <br />A. <br /> <br />Purpose <br /> <br />The City of Santa Ana is soliciting proposals from qualified professional consultants to submit proposals for <br />Professional Service to prepare a Five-Year Consolidated Plan ("Plan"), Annual Action Plan and Citizen Participation <br />Plan covering the period of July 1, 2005 to June 30, 2010. The Plan serves multiple purposes by serving as (1) a <br />strategy and action plan for carrying out and assessing performance of HUD-funded programs; (2) an opportunity to <br />integrate into one document the planning and bUdgeting of various funds (local and non-local); and, (3) application for <br />Federal funds under HUD's formula grant programs. <br /> <br />The Primary objective of this Request for Proposals (RFP) is to secure a Consultant to prepare the Plan in its <br />complete form as required by Code of the Federal Regulations (CFR) for HUD (24 CFR Part 91). <br /> <br />B. <br /> <br />Scope of Work <br /> <br />The Consultant will be required to locate and collect required base line data that will accurately reflect the <br />geographical area that defines the City of Santa Ana. Furthennore, under the direction of the City, the Consultant will <br />be asked to generate, compile, analyze and summarize socioeconomic and demographic data on housing, homeless, <br />non-homeless, special needs populations, community development and related needs and prepare a comprehensive <br />statistical and analytical analysis of the City's needs, conditions, resources and opportunities, based on a strong and <br />accurate foundation of data sources. The consultant will compile a final report that describes the physical, social and <br />economic conditions of the area, as well as the sources of data, research methodologies and data calculation <br />formulas that were used to support the report's conclusions and recommendations. This analysis shall be the <br />foundation of the City's long-range strategic planning effort. <br /> <br />The City will provide an outside consultant to assist in the development of performance measures systems for <br />Community Planning and Development (CPD) Formula Grant Programs in accordance with Notice: CPD-03-09. The <br />Consultant who is awarded this contract will be required to attend these meetings and assist in the development of <br />the performance measurement systems along with City staff. <br /> <br />The Consultant will be required to attend Community meetings, Public Hearings, Community Redevelopment and <br />Housing Commission and City Council Meetings. <br /> <br />Based on the input received, a Consolidated Plan will be prepared that includes performance measure systems that <br />are in compliance with the CPD -03-09 notice and the Code of the Federal Regulations (CFR) for HUD (24 CFR Part <br />91).
