SECTION ,. INTRODUCTION The City of Santa Ana is provided administrative responsibility for the disbursement and monitoring of various federally funded housing and community development programs. They include, but are not limited to: Community Development Block Grant Program (CDBG) HOME Partnership Investment Program (HOME) Emergency Shelter Grant Program (ESG) American Dream Downpayment Initiative (AOOI) Housing Opportunities for Persons with AIDS (HOPWA) A. Purpose The City of Santa Ana is soliciting proposals from qualified professional consultants to submit proposals for Professional Service to prepare a Five-Year Consolidated Plan ("Plan"), Annual Action Plan and Citizen Participation Plan covering the period of July 1, 2005 to June 30, 2010. The Plan serves multiple purposes by serving as (1) a strategy and action plan for carrying out and assessing performance of HUD-funded programs; (2) an opportunity to integrate into one document the planning and bUdgeting of various funds (local and non-local); and, (3) application for Federal funds under HUD's formula grant programs. The Primary objective of this Request for Proposals (RFP) is to secure a Consultant to prepare the Plan in its complete form as required by Code of the Federal Regulations (CFR) for HUD (24 CFR Part 91). B. Scope of Work The Consultant will be required to locate and collect required base line data that will accurately reflect the geographical area that defines the City of Santa Ana. Furthennore, under the direction of the City, the Consultant will be asked to generate, compile, analyze and summarize socioeconomic and demographic data on housing, homeless, non-homeless, special needs populations, community development and related needs and prepare a comprehensive statistical and analytical analysis of the City's needs, conditions, resources and opportunities, based on a strong and accurate foundation of data sources. The consultant will compile a final report that describes the physical, social and economic conditions of the area, as well as the sources of data, research methodologies and data calculation formulas that were used to support the report's conclusions and recommendations. This analysis shall be the foundation of the City's long-range strategic planning effort. The City will provide an outside consultant to assist in the development of performance measures systems for Community Planning and Development (CPD) Formula Grant Programs in accordance with Notice: CPD-03-09. The Consultant who is awarded this contract will be required to attend these meetings and assist in the development of the performance measurement systems along with City staff. The Consultant will be required to attend Community meetings, Public Hearings, Community Redevelopment and Housing Commission and City Council Meetings. Based on the input received, a Consolidated Plan will be prepared that includes performance measure systems that are in compliance with the CPD -03-09 notice and the Code of the Federal Regulations (CFR) for HUD (24 CFR Part 91).
