<br />The proposals received will be reviewed by an evaluation team composed of City staff. All proposals will be fully <br />considered and rated by the evaluation team. Proposals will be competitively evaluated on the basis of the following <br />criteria listed and are not listed in the order of importance: <br /> <br />1. Company/Staff Experience <br />. Firm's experience with Federal and State regulations regarding Housing and Community Development <br />. Firm's experience performing comparable reports for government entities <br />. Titles of comparable reports prepared and the jurisdictions for whom they were prepared <br />. Key personnel to be assigned to the project, and their experience working on similar projects <br />. Experience working directly with public and private Stakeholders (e.g. cities, non-profits, and County <br />agencies, etc.) <br />Experience with the Santa Ana market. <br /> <br />. <br /> <br />2. Technical Approach/Methodology/Project Structure <br />. Response to the Request for Proposal that demonstrates understanding of project and objectives <br />. Commitment of resources to meet objectives including the amount of time key personnel will devote to this <br />project. <br />Methodology proposed for meeting requirements set forth in the Request for Proposal <br />Clarity and conciseness of documents to be provided. <br /> <br />. <br /> <br />. <br /> <br />3. Project Cost Summary <br /> <br />4. References <br /> <br />5. Oral Interview/Presentations (Optional by City) <br /> <br />C. <br /> <br />ContractinQ Procedures <br /> <br />1. The Consultant Agreement including Scope of Work and Cost Proposal shall become the basis for the final <br />agreement between the City and the Contractor <br /> <br />2. The City in accordance with Title VI of the Civil Rights Act of 1964 hereby notifies all prospective Consultants that <br />Disadvantaged Business Enterprises (DBE) and Woman-owned Business Enterprises (WBE) are afforded an <br />equal opportunity to compete for and perform on Agreements resulting from this solicitation. No person will be <br />discriminated against on the grounds of race, color, national origin, age or sex in awarding this agreement. <br /> <br />D. <br /> <br />Additional Requirements <br /> <br />The Offeror shall provide the required insurance coverage as indicated in the Consultant Agreement within 10 <br />calendar days of notification for award of Contract: <br /> <br />. General Liability Insurance $1,000,000 naming the City of Santa Ana as Additional Insured (See Exhibit B as an <br />example of the required language) <br />.
