Pasadena, stated that the parking <br />stalls would be directly in back of her back yard, which would <br />be "too gassy and too loud". Mr. Hall stated that a block wall <br />would separate the properties and that the area she referred <br />to would provide parking for only three cars. <br /> <br />Council received and filed the Negative Declaration, and <br />instructed the City Attorney to prepare a Resolution upholding <br />the decision of the Planning Commission to grant Variance <br />Application 73-62, on motion of Councilman Griset, seconded <br />by Councilman Evans, and carried with Councilman Yamamote <br />dissenting. (CA 13) <br /> <br />VIETNAM WAR VETERANS <br /> <br />Council could take in order to <br />to the Vietnam Veterans in our <br />by Council. <br /> <br />The memorandum dated <br />March 28, from Mayor <br />Patterson, outlining <br />possible actions <br />implement support for assistance <br />City and County was considered <br /> <br />Council unanimously approved the general recommendations <br />proposed by the Mayor; i.e., 1) to support the general concept <br />that veterans of the Vietnam War should receive G.I. benefits, <br />including employment, educational, medical and housing oppor- <br />tunities, equal to those of any other wartime veteran; and 2) <br />to support pending federal legislation (G.I. Bill of 1974) which <br />would raise benefits in all categories, on the unanimously <br />approved motion of Councilman Griset, seconded by Councilman <br />Yamamoto. <br /> <br />Council unanimously approved a motion by Councilman Griset, <br />seconded by Councilman Yamamoto to instruct staff 1) to develop <br />in detail a City program of assistance to Vietnam Veterans, <br />including consideration of hiring a full-time coordinator, who <br />is a Vietnam veteran to handle special recruitment, training, <br />intake and outreach programs within the City and to report back <br />to the Council; and 2) to take a leadership role as a partici- <br />pant in the newly created Manpower Consortium (Orange County, <br />and the cities of Anaheim, Huntington Beach, Garden Grove and <br />Santa Ana) in urging support from other cities for the pending <br />federal legislation, as well as urging the consortium to make <br />the needs of Vietnam Veterans a high priority consideration <br />for future action programs. <br /> <br />Council voted unanimously to approve in concept the following <br />programs on motion of Councilman Evans, seconded by Councilman <br />Griset: 1) One-stop referral information office, which would <br />coordinate activities and functions of all groups currently <br />engaged in veterans' assistance programs in Santa Ana and <br />Orange County. The one-stop office would serve as an accurate <br />and fast information and referral service for education, employ- <br />ment, loans, medical care, etc. Council instructed the City <br />Administration to cooperate and work with federal, State, County <br />and City governments, the Manpower Consortium, and the League <br />of California Cities to determine how and where this office <br />can best be established, and to delineate its responsibilities <br />and functions; 2) Split Job Employment. Council also referred <br />to staff the possibility of employing veterans.and women on <br />flexible schedules whereby two would share income from one <br />fulltime job, not necessarily the same job function, instead <br />of one eight-hour job.
