The Assistant Clerk reported there were no written communica- <br />tions; there were no proponents and no opponents; and the <br />Mayor closed the Public Hearing. <br /> <br />Councilman Griset's motion to instruct the City Attorney to <br />prepare an ordinance restricting Poinsettia Street between <br />Fourteenth Street and Washington Avenue to one-way south- <br />bound movement only was seconded by Councilman Evans, and <br />unanimously carried. (CA 18.4) <br /> <br />PUBLIC HEARING <br />BIKE LANES <br />LINCOLN AVENUE <br /> <br />The Public Hearing to <br />consider bike lanes on <br />Lincoln Avenue was <br />opened by the Mayor. <br /> <br />The Traffic Engineer orally presented highlights of the <br />Public Works Director's Report to the City Manager dated <br />July 29, 1974. The results of the survey of residents con- <br />tained in the report indicated 65% of the residents in favor <br />of some type of bike lane. <br /> <br />The Assistant Clerk reported there were no written communica- <br />tions. <br /> <br />The following persons spoke in favor of the bike lanes: <br /> <br />Mr. and Mrs. Jim Daily, 2436 North Lincoln; <br />Jerry Thompson, 1018 Virginia Avenue. <br /> <br />The proponents suggested reduction of speed limit and a <br />four-way stop at Lincoln and Santa Clara Avenues to slow <br />down traffic on Lincoln, and that heavy (wide) trucks be <br />limited. <br /> <br />The following persons spoke in opposition to the bike lanes: <br /> <br />D. R. Klinger, 1014 Beechwood; <br />Lyle Morrison, 2520 North Lincoln; <br />Mr. and Mrs. Robert Hellwig, 2530 North Lincoln; <br />Valerie Richards, 1018 East Santa Clara. <br /> <br />The following reasons were stated by the opponents: <br /> <br />l) <br /> <br />that Lincoln Avenue is a dangerous street with <br />heavy, fast moving traffic; <br /> <br />2) <br /> <br />that the width of Lincoln Avenue, the railway <br />crossings at Santa Clara and Fairhaven, and the <br />school bus stop at Grovemont, are additional <br />hazards for bikers; <br /> <br />3) <br /> <br />that on-street parking on Lincoln is necessary <br />because of short driveways of residents and <br />little space available on side streets for guest <br />parking; <br /> <br />4) that the blacktop curbing is objectionable; <br /> <br />5) that the bike lanes will bring about a drop in <br /> property values; <br /> <br />that there is no demonstrable need for bike lanes <br />on Lincoln at this time; <br /> <br />7) that the bike lane on the east side of Lincoln <br /> is being used for passing; and <br /> <br />8) that there have been recent accidents on Lincoln. <br /> <br />CITY COUNCIL MINUTES 314 AUGUST 19, 1974 <br /> <br /> <br />
