Several of the opponents requested that the bike lanes be <br />removed from Lincoln Avenue if they are not used by bicyclists. <br /> <br />There were no other proponents or opponents, and the Mayor <br />closed the Public Hearing. <br /> <br />On motion of Councilman Ward, seconded by Councilman Yamamoto, <br />and carried with dissenting vote by Councilman Evans, Council <br />approved restriction of parking for a bike trail on the west <br />side of Lincoln Avenue, from 7:00 A.M. to 7:00 P.M. daily, <br />and instructed the City Attorney to prepare appropriate <br />resolution as recommended by the Director of Public Works, <br />to provide bike lane in accordance with the Council's Master <br />Bike Route Plan. <br /> <br />Prior to the motion, Council expressed interest in considering <br />traffic safety measures to reduce speed on Lincoln Avenue. <br />(CA 18.6) <br /> <br />PUBLIC HEARING The Public Hearing to <br />PEEP SHOW PERMIT consider the Appeal of <br />JJM, INC. JJM, Inc. concerning <br /> Application for a <br />Peep Show Permit was removed from the Agenda, on the unani- <br />mously carried motion of Councilman Evans, seconded by Council- <br />man Yamamoto. <br /> <br />Prior to the motion the City Attorney informed Council that <br />JJM, Inc. no longer exists as a Nevada corporation, and it <br />would be premature for Council to consider the application <br />at this time. (CA 149.1) <br /> <br />ORAL REPORT Director of Public <br />WAFFLE HOUSE Works Ronald Wolford <br /> presented an oral <br /> report regarding the <br />status of the Waffle House, located on the northwest corner <br />of Seventh and Bush Streets, as follows: <br /> <br />1) <br /> <br />Status of Civic Center Drive Project - Bids will <br />be opened in the latter part of September, 1974, <br />with Bid Award scheduled for the first Council <br />meeting in October. The Project specs provide <br />for temporary relocation of the Waffle House on <br />the northwest corner of French Street and Civic <br />Center Drive East in December. <br /> <br />2) <br /> <br />Status of Orange County Study of the Heritage <br />Square Concept - No action has yet been taken <br />by the County. <br /> <br />Relocation of Present Waffle House Tenant <br />Under the provisions of Relocation law, over <br />30 alternate locations have been presented by <br />Staff to the tenants, all of which have been <br />rejected, and eviction proceedings may be <br />required. (CA 85.1d) <br /> <br />EIR 74-5 Draft Environmental <br />WIDENING OF Impact Report 74-5 <br />NORTH MAIN STREET for the widening <br /> of North Main Street <br />prepared by the Director of Public Works in connection with <br />Project 1348, was adopted and certified as final EIR, on <br />the unanimously carried motion of Councilman Griset, seconded <br />by Councilman Evans.
