No further action was taken on the Summary of Ballot Proposi- <br />tions provided in the memo from the City Attorney dated <br />October 1, 1974, and continued from the October 7, 1974 meeting. <br />(CA 68) <br /> <br />OCTD REQUEST FOR Council received memoran- <br />JOINT DISTRIBUTION dum dated October 8, 1974, <br />OF INFORMATION from the Public Informa- <br /> tion Officer and authorized <br />the use of public buildings as a source of dissemination of <br />the Orange County Transit District brochures and questionnaires <br />and directed the Public Information Office to help coordinate <br />the distribution, on motion of Councilman Griset, seconded by <br />Councilman Evans, and unanimously carried. (CA 112.2) <br /> <br />AIR POLLUTION <br />EMERGENCY EPISODE <br />PLAN <br /> <br />The report dated October <br />7, 1974, regarding Air <br />Pollution Episode Plan <br />was received by Council. <br /> <br />Councilman Evans' motion, seconded by Councilman Ward, to <br />approve Operational Plan #8, Air Pollution Episodes for City <br />Government, was unanimously carried. (CA 144; CA 145.6) <br /> <br />CERTIFICATES OF Memorandum dated October <br />APPRECIATION 8, 1974, from the Public <br />PRIDE IN CITY PROGRAM Information Officer, <br /> requesting Council <br />approval of and participation in "Pride in City" clean-up <br />activities for the presentation of Certificates of Apprecia- <br />tion signed by their Council representatives to residents, was <br />considered by Council. <br /> <br />Councilman Yamamoto's motion, seconded by Councilman Griset, <br />to approve the recommended program was unanimously carried. <br />(CA 9.11) <br /> <br />COMPREHENSIVE WATER Mr. Daryle D. Bailey, <br />QUALITY MANAGEMENT 10500 Ellis Avenue, <br />PLAN Fountain Valley, made <br /> an oral presentation <br />with charts and graphs. He informed Council of the public <br />hearing to consider adoption of the Comprehensive Water <br />Quality Management Plan for the Santa Aha River Watershed <br />in Council Chambers on October 2S, 1974, from 9:00 A.M. to <br />S:00 P.M., and urged Council to appoint a representative to <br />attend. <br /> <br />Mr. Bailey stated that the Basin Plan is the result of a <br />six-year planning effort. He described the achievements to <br />be realized by implementation; what the recommended projects <br />may cost; and outlined the implementation schedule. <br /> <br />A resolution pertaining to the Water Quality Control Plan <br />report for the Santa Aha River Basin was presented to be <br />read by title only, on motion of Councilman Evans, seconded <br />by Councilman Ward, and unanimously carried. <br /> <br />The following resolution was unanimously adopted on motion of <br />Councilman Griset, seconded by Councilman Evans: <br /> <br />RESOLUTION NO. 74-157 - A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF SANTA ANA ADOPTING IN <br />CONCEPT THE WATER QUALITY CONTROL PLAN REPORT <br />FOR THE SANTA ANA RIVER BASIN.
