(CA 13) <br /> <br />SUBSTITUTION OF <br />SUBCONTRACTOR <br />PROJECT 1348 <br /> <br />Company, Incorporated on Project 1348 <br />Contractor) was received by Council. <br /> <br />The memorandum dated <br />October 7, 1974, requesting <br />sub-contractor substitution <br />of Trascon for Steiny <br />(Blair Paving, Inc., Prime <br /> <br />Councilman Griset's motion to approve the substitution of <br />Trascon for Steiny Company as a sub-contractor on Project <br />1348, the widening of Main Street from Edgewood Road to North <br />City Limits, was seconded by Councilman Yamamoto, and unanimously <br />carried. (CA 89) <br /> <br />PROCLAMATION Councilman Griset's <br />CHANBER OF COMMERCE motion to delete "only" <br />"ACTION DAYS" in the first WHEREAS <br /> paragraph, and substitute <br />"a" in its place, and to receive and file the report, was <br />seconded by Councilman Yamamoto and carried with dissenting <br />vote by Councilman Markel. (CA 46) <br /> <br />READING WAIVED The full reading of <br /> ordinances and resolu- <br /> tions, the titles of <br /> which appeared on the <br />public Agenda, was waived on the unanimously approved motion <br />of Councilman Evans, and seconded by Councilman Yamamoto. <br /> <br />INTER-COUNTY AIRPORT Council continued its <br />AUTHORITY discussion from the <br /> October 7 meeting regard- <br /> ing the invitation from <br />the Inter-County Airport Authority to participate in the joint <br />powers agreement, as a prime city, to determine if there is a <br />practical solution to the deficiencies in public air service <br />forecast for the Counties of Orange, southern San Bernardino, <br />and western Riverside, and to conduct and operate an air <br />carrier airport if a practical site can be found in the area. <br /> <br />The City Attorney stated that he had delivered a written report <br />to the Council prior to its earlier Executive Session; that the <br />most important feature is the fact that if Council takes no <br />action, there will be no adverse practical or legal effect on <br />the Authority; that its timetable should not be disturbed; <br />that the addition of Santa Aha might add only political per- <br />suasion. <br /> <br />He added that there were many unknown factors; that Staff should <br />be given opportunity to explore the fact that a sponsor is wil- <br />ling to spend two to three hundred thousand dollars on the mere <br />feasibility study unless there was substantial personal finan- <br />cial gain involved; that there are many aspects tkat require <br /> <br />CITY COUNCIL MINUTES 386 OCTOBER 14, 1974 <br /> <br /> <br />
