careful scrutiny; for example, the completely open-ended <br />operating agreements should be drafted with more precision. <br /> <br />The City Attorney suggested that Council defer action until <br />the title investigations ordered have been completed and the <br />people really involved, including the extent of their involve- <br />ment, are known, what their hoped-for financial reward shall <br />be and from what sources. <br /> <br />The following persons spoke in favor of the City's participa- <br />tion in the Authority: <br /> <br />Mr. Joseph Sammon, Project Director of the Inter-County <br />Airport Authority <br /> <br />Mr. George Logan, Attorney for the Authority <br /> <br />Mr. Alfred R. Gray, Executive Secretary, Building <br />and Construction Trades Council of Orange County <br /> <br />The proponents stated that the site location for the airport <br />will be determined when the feasibility study has been com- <br />pleted; that in order to comply with requirements of DOT, FAA, <br />CALTRANS and SCAG alternate sites must be reviewed; that these <br />sites will be reviewed; that copies of the Requests for Propo- <br />sals to conduct the study have been given to the City Manager <br />for his and Council's information; that, briefly, the voting <br />system is one vote for each 20,000 population and the city with <br />the largest population cannot exceed the number of votes of <br />the total of the other member cities; that Santa Ana is the <br />only city which has been invited to participate although other <br />cities have expressed interest in participation; that Santa <br />Ana could withdraw from the agreement upon completion of the <br />Master Plan Phase with 30-days' notice with no financial con- <br />tribution in the meantime; that in all probability the agree- <br />ments could be revised to accommodate the City; that the build- <br />ing and construction trades endorse and support the airport <br />concept. <br /> <br />The following persons spoke in opposition to the City's partici- <br />pation in the Authority: <br /> <br />Mr. Sam Cooper, 1350 Arrowood Drive, Brea, City <br />Councilman of Brea and Chairman, Chino Hills <br />Wilderness Park Task Force <br /> <br />Mr. George Hayward, representing PATCH (Prevent <br />Airport Through Chino Hills) <br /> <br />Ms. Carolyn Ewing, Mayor Pro Tem of Yorba Linda <br /> <br />The opponents stated that practically all of the elected govern- <br />mental officials are opposed to the Chino Hills Airport, includ- <br />ing both California Senators, Congressmen, State legislators <br />and County Supervisors; that Chino Hills appears to be the only <br />feasible site for an airport; that Council should proceed <br />slowly and not rush into a decision without having all of the <br />pertinent information; that if Chino Hills were selected, that <br />a thorough study and report had been made in July, 1972 at <br />a cost of $7,000; and that a saving of taxpayers money would <br />be effected if Council declined the invitation to join the <br />Authority. <br /> <br />The opponents added that it is time to be concentrating on mass <br />rapid-transit; that consultant studies are slanted toward what <br />the group is looking for with predetermined answers; and that <br />Santa Ana's name is needed to open doors in Sacramento and <br />Washington for government funding. <br /> <br />CITY COUNCIL MINUTES 387 OCTOBER 14, 1974 <br /> <br /> <br />
