Communications recommending the City's participation in the <br />Authority were received from the following: <br /> <br />Central Labor Council of Orange County <br />Building & Construction Trades Council of Orange County <br />Orange County District Council of Carpenters <br />Santa Ana Chamber of Commerce <br /> <br />Councilman Garthe's motion to accept the invitation to partici- <br />pate as a member of the Authority, subject to agreement modifi- <br />cations negotiated by the City Attorney for final approval by <br />the Council, was seconded by Councilman Markel. <br /> <br />Councilman Yamamoto's substitute motion to continue the matter, <br />pending the results of the investigations being conducted by <br />the City Manager and the City Attorney, was seconded by <br />Councilman Ward and carried with dissenting votes by Council- <br />men Evans, Garthe and Markel.
