PUBLIC HEARING <br />WARD BOUNDARY <br />REALIGNMENT <br /> <br />posed changes to the <br /> <br />Ward boundaries <br /> <br />Mayor Patterson declared <br />that this was the time <br />and place for the public <br />hearing to consider pro- <br />of the City. <br /> <br />Councilman Markel suggested that the small area in Ward 1 <br />bounded by Chestnut, Lyon, McFadden and the City limits <br />should logically be in Ward No. 6. <br /> <br />There were no other persons who wished to speak, either for <br />or against the Ward boundary changes, which consisted of a <br />minor adjustment of the Ward boundary line of Washington Street <br />between Ward 3 and Ward 5, so that a County precinct boundary <br />would not be split by a Ward boundary, in accordance with <br />the Santa Ana Charter, and the Mayor closed the public hearing. <br /> <br />The following ordinance was placed on first reading on the <br />unanimously approved motion of Councilman Ward, seconded by <br />Councilman Yamamoto: <br /> <br />ORDINANCE NS-1242 - AN ORDINANCE OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA CHANGING AND ESTABLISHING <br />THE BOUNDARY LINES OF THE WARDS OF THE CITY OF SANTA <br />ANA. <br /> <br />Staff was directed, at the time of the next realignment of <br />boundaries, to realign them so that they look contiguous, <br />and to eliminate "fingers" and islands where possible, on <br />the unanimously approved motion of Councilman Evans, seconded <br />by Councilman Yamamoto. (CA 108) <br /> <br />PUBLIC HEARING Mayor Patterson announced <br />ASSESSMENT DISTRICT NO. 237 that this was the time <br />(QUIGLEY LANE) and place for the public <br /> hearing of protests or <br />objections to the proposed construction of certain street <br />improvements together with appurtenances and all matters con- <br />tained in Resolution of Intention No. 74-168, relating to <br />Assessment District No. 237 (Quigley Lane). <br /> <br />He stated further that this is the time and place for the hear- <br />ing to determine whether or not said proceedings should proceed <br />without the provisions of Division 4 of the Streets and High- <br />ways Code of the State of California. <br /> <br />The Clerk of the Council announced that the Resolution of Inten- <br />tion was regularly published and due notice of the hearing and <br />of the adoption of the Resolution of Intention was duly made <br />and given in the manner and form as prescribed by law, and that <br />the following affidavits are on file in her office: <br /> <br />a. Affidavit of Publication; <br />b. Certificate of Posting Streets; <br />c. Certificate of Mailing Notices; <br />d. Certificate of Piling Boundary Map. <br /> <br />Mayor Patterson announced that it was a combined hearing, and <br />that it was also the time for presentation and consideration of <br />the construction bids previously received for Assessment Dis- <br />trict No. 237. <br /> <br />The City Engineer reported to the Council that seven bids had <br />been received; that the Iow bidder was City Construction Company, <br />17840 E. Verness, Covina, California, and he recommended that the <br />bid be awarded to City Construction Company, on the basis of <br />lowest responsible and best bidder. <br /> <br />CITY COUNCIL MINUTES 471 DECEMBER 16, 1974 <br /> <br /> <br />
