13, was continued to the January 6 meeting, on motion of <br />Councilman Evans, seconded by Councilman Ward and carried, <br />with Councilmen Yamamoto and Garthe dissenting. <br /> <br />A previous motion by Councilman Griset to table the matter, <br />seconded by Councilman Evans, failed when the second withdrew. <br /> <br />Prior to the vote on the matter, Mr. Pete Rimel, Secretary, <br />Central Labor Council of Orange County, spoke in favor of the <br />City's participation in the Joint Powers Agreement. He cited <br />benefits to the City through taxes of the income generated by <br />the airport, improved business climate throughout the County, <br />and the creation of more jobs. (CA 98) <br /> <br />RECESS At 4:55 P.M., the <br /> Council recessed to <br /> convene the Adjourned <br /> Regular Meeting of <br />the Community Redevelopment Agency, and reconvened at 5:00 P.M. <br /> <br />STATE ADMINISTRATION The Council authorized <br />OF "701" FUNDS the staff to prepare a <br /> letter to the State of <br /> California Office of <br />Planning and Research declining the offer for State adminis- <br />tration of "701" grant funds for the City, on the unanimously <br />approved motion of Councilman Evans, seconded by Councilman <br />Yamamoto, in accordance with the recommendation contained in <br />the Planning Director's report dated November 18, 1974. <br />(CA 115) <br /> <br />COUNTY REVENUE SHARING FUNDS The Council approved <br />HERITAGE SQUARE & the Application for <br />EDNA PARK SITE #1 County Revenue Sharing <br /> Funds for Heritage <br />Square ($150,000) and acquisition of Edna Park ~ite #1 <br />($150,000), as recommended in the report from the Dlrecto~ <br />of Planning dated December 10, 1974, on the unanimously <br />approved motion of Councilman Evans, seconded by Councilman <br />Griset. (CA l12A) <br /> <br />JOINT POWERS AGREEMENT The Council appointed <br />SANTA ANA RIVER Councilman Evans as its <br />FLOOD PROTECTION AGENCY Commissioner on the <br /> governing board of the <br />Santa Ana River Flood Protection Agency, and requested that <br />he attend the December 18 organizational meeting, on the <br />unanimously approved motion of Councilman Yamamoto, seconded <br />by Councilman Griset. The motion further provided that the <br />report from the Director of Public Works, dated December 11, <br />1974, be received and filed. CCA 53.1; CA 8Q.ll <br /> <br />COMPREHENSIVE EMPLOYMENT The Councll authorized <br />TRAINING ACT (CETA) the Mayor to s~gn and <br /> submit Notice of ~ntent <br /> to apply for Prime <br />Sponsorship, and pre-application for Comprehensive Employment <br />Training Act (CETA) funds, in accordance with the recommenda- <br />tion from the City Manager dated December 10, 1974, on the <br />unanimously approved motion of Councilman Griset, seconded by <br />Councilman Ward.
