The City Attorney shall resolve and include in <br />the proposed Joint Powers Agreement the resolution <br />to the following questions posed in his memorandum <br />to Council dated January 16, 1975: <br /> <br />As alternatives to complete cancellation of <br />the operation agreement, do you favor: <br /> <br />Ae <br /> <br />Limiting the term ChOW 50 years] to the <br />end of Phase III [planning and site <br />selection)? <br /> <br />B. Putting the contract out for competitive <br /> RFP's? <br /> <br />C. Requiring I.C.A.A. approval of all bond <br /> issues and indentures? <br /> <br />D. Requiring I.C.A.A. approval of the entire <br /> operator's budget? <br /> <br />E. Requiring I.C.A.A. approval of all major <br /> contracts? <br /> <br />F. Requiring competitive bidding on all <br /> major contracts to keep costs down? <br /> <br />The two dissenting votes were cast by Councilman ~riset and <br />Councilman Bricken. Councilman Griset stated that the County <br />of Orange or the League of Cities would be better instru- <br />mentalities for a project of this kind. Councilman Bricken <br />found the conditions and terms of the contract not acceptable. <br /> CA 98 <br /> <br />BOARD OF SUPERVISORS The Council unanimously <br />RESOLUTION NO. 74-1833 approved a motion by <br /> Councilman Griset, <br /> seconded by Councilman <br />Ward to authorize the Mayor to express in a letter to the <br />Board of Supervisors the Council's support of the idea of <br />finding additional fuel sources with adequate regard for the <br />protection of the environment, at no cost to the City of <br />Santa Aha, in response to the Orange County Board of Super- <br />visors Resolution No. 74-1833. CA l12.1a <br /> CA 145.5 <br /> <br />EL SALVADOR AREA Councilman Ward asked <br />FLOOD PROTECTION for a report from staff <br /> regarding the adequacy <br /> of flood protection <br />in the E1 Salvador area, with particular reference to the com- <br />ments made by the Department of Housing and Urban Development. <br /> CA 140.14 <br /> <br />IMPROVEMENT - CHANNELS The Council unanimously <br />F-01 & F-02 approved the plans and <br />SUNFLOWER AVENUE special provisions for <br /> the improvement of <br />Santa Ana-Delhi Channels F-01 from Anton Boulevard to Sun~ <br />flower Avenue, and Santa Ana Gardens Channel F-02 at Sun- <br />flower Avenue, on motion by Councilman Garthe, seconded by <br />Councilman Ward. CA 53 <br /> <br />BUDGET FORECASTING The Council unanimously <br />& PRIORITIES approved the motion <br /> by Councilman Yamamoto, <br /> seconded by Councilman <br />Markel to continue consideration of the memorandum from <br /> <br />CITY COUNCIL MINUTES 31 JANUARY 20, 1975 <br /> <br /> <br />
