CA 18.3 <br /> <br />ADVANCE DESIGN FOR Mr. Wolford, Direc- <br />WIDENING FIRST STREET tor of Public Works, <br />BETWEEN BUSH & STANDARD told the Council <br /> that the First Street <br />widening project has a high priority for federal funding; <br />that this would mean that of the total cost of $955,000, <br />$831,000 or 83% of the total cost would be federally funded; <br />and that if the City does advance designs as soon as possible, <br />the project may be approved for the federal funding. <br /> <br />Councilman Griset moved to adopt the staff report recommenda- <br />tion to authorize the transfer within the 59 Fund of $50,000 <br />from Project No. 1361, Santa Ana Boulevard, from Raitt to <br />Westminster, to a project for widening First Street between <br />Bush and Standard; and to authorize staff to negotiate an <br />agreement for professional engineering services for P~rst <br />Street between Bush and Standard for Council's consideration <br />at an early date. The motion was seconded by Councilman <br />Ward, and carried (5-2) with Councilmen Garthe and ~arkel <br />dissenting. <br /> <br />Councilman Markel informed Council that he felt tkat he could <br />secure engineering services for $35~000; he also recommended <br />that the widening be done on beth sides of the street t~ <br />avoid the acquisition of surplus property. CA 2~.8 <br /> <br />SIDEWALK & STREET Mr. Wolford, Direc- <br />IMPROVEMENT PROGRAM tot of Public Works, <br />(REFERRAL ITEM ~152) presented slides of <br /> 16 locations in the <br />City where improvement assessment districts had not been <br />formed; he said that the 20 locations on his report could <br />all be improved within six years under the CETA V1 SideWalk <br />Construction Program which will be used for 50% of tke cost, <br />the remaining 50% will be paid by the property owner, <br /> <br />Councilman Griset's motion to receive and file the sidewalk <br />and street improvement program report dated February 11~ 197S, <br />and to delete Item #152 from the Council Referral Summary, <br />seconded by Councilman Ward, carried unanimously ~=0~. <br /> CA 29.4 <br /> CA 35 <br /> <br />ORAL COMMUNICATION Mr. ~ohn painbarg <br />JOHN FAINBARG of 2306 North Rose- <br />DOWNTOWN PARKING wood, addressed the <br /> Council regarding <br />his concern for the businessmen of downtown Fourth Street; <br />he recommended two-hour parking and reduction of the park- <br />ing fines. He stated that customers are being~penalized <br />for shopping downtown. The Council consensus was that if <br />Mr. Fainbarg could secure the support of the City Center <br />Association for a change in the parking, that they would <br />be receptive to a request representative of the majority <br />of the businessmen in the area.
