PROPOSED UNDERGROUND Councilman Evans <br />UTILITY DISTRICT NUMBER 11 moved, and Council- <br /> man Bricken seconded, <br /> to set for public <br />hearing on May S, 1975 at ?:50 P.M. the proposed Under- <br />ground Utility District Number 11; the motion carried (7-0). <br /> <br />CA 154 <br /> <br />PARK DEDICATION STANDARDS The recommendation <br />COUNCIL REFERRAL ITEM #185 to receive and file <br /> a letter from Dr. <br /> Gene Atherton <br />proposing new City park dedication standards was approved <br />(6-0), on the motion of Councilman Evans, seconded by <br />Councilman Brandt. <br /> <br />Councilman Bricken was absent, having left the meeting at <br />5:40 P.M. <br /> <br />CA 52 <br /> <br />TRAFFIC SIGNAL REQUEST The motion by <br />5TH ~ EUCLID Councilman Yamamoto, <br />COUNCIL REFERRAL ITEM #187 seconded by Council- <br /> man Ortiz, to <br />approve in principle the recommendation contained in the <br />report dated April 9, from the Director of Public Works, <br />to budget the installation of eight traffic signals in <br />the 1975-76 fiscal year, including the intersection of <br />Fifth and Euclid, was unanimously carried (6-0). <br /> <br />CA 18.5 <br /> <br />AGENDA ORDER Item number 60 on <br />CRIME ABATEMENT PROGRAM the Agenda was <br /> moved to the evening <br /> Agenda, on the <br />motion of Councilman Evans, seconded by Councilman Brandt, <br />and unanimously carried. <br /> <br />Councilman Bricken returned to the dais. <br /> <br />ORAL COMMUNICATION Mrs. Janice Boer, <br />MUNICIPAL ELECTION 912 North Lowell, <br /> generally criticized <br /> the conduct of the <br />City's recent election and suggested that the Charter <br />be amended to designate the Registrar of Voters to adminis- <br />ter the election because of an alleged conflict of interest <br />the Clerk of the Council has because she is appointed by, <br />and serves at the pleasure of, the City Council, CA 68 <br /> <br /> ORAL COMMUNICATION Mr. Billy C. Hall, <br /> FOURTH STREET PARKING Executive Director <br /> of the City Center <br /> Association, in- <br /> formed Council that his organization favors retaining the <br />one hour parking in the downtown Fourth Street area; that <br />longer parking would encourage attempts at all day parking, <br />which would be detrimental to the Fourth Street merchants; <br />that they also feel that the fine of $1 is too little to <br />discourage illegal parking, that maybe $3 is too much, <br />but that the Police Department states $3 is insufficient <br />to process a parking violation; and that the businessmen <br />have asked for police patrolmen because they feel that <br />police visibility is a deterrent to violations.
