ORAL COMMUNICATION Councilman Evans <br />MOTORCYCLE OFFICERS stated that there <br /> are too many motor <br /> officers who are <br />sitting in parking lots to w~tch for left turns violations <br />in the downtown area. He suggested that the practice be <br />discontinued. CA 47 <br /> <br />ORAL COMMUNICATION Councilman Evans <br />REALIGNMENT OF stated that because <br />WARD 2 of the complete <br /> desecration of <br />Ward 2 and the fact that certain members of the community <br />are being deprived of representation in the sense of being <br />able to pick a representative from the entire community <br />due to the fact that Ward 2 splits the Black community in <br />half, he recommends that Council refer the matter of <br />realignment of the ward to staff with instruction to attempt <br />to establish boundaries with some sort of equal configuration. <br /> <br />The matter of realigning the boundaries of Ward 2, to <br />establish a more logical and equal configuration, was <br />referred to staff for report and recommendation to Council <br />within the next 50-60 days, on the unanimously approved <br />motion of Councilman Evans, seconded by Councilman Ward. <br /> <br />City Manager Spragg said that this suggestion would require <br />the balancing.of.the number of people as required by the <br />Charter and that staff would develop various alternative <br />plans for restructuring the ward boundaries in accordance <br />with Council's direction. CA 108 <br /> <br />LIONS CLUB <br />WAIVER OP FEE POR <br />SHOWMOBILE <br /> Lions Club fund <br />raising barbeque on Sunday, April 20, 1975, on the motion <br />of Councilman Brans, seconded by Councilman Brandt, and <br />carried (5-2), with Councilmen Ward and Ortiz dissenting. <br />Councilman Bricken suggested that the City's policy be to <br />grant exemptions to all non-profit organizations. <br /> <br />A waiver of the fee <br />for the showmobile <br />was granted for the <br /> <br />CA 65 <br /> <br />RECESS At 4:19 P.M., the <br />EXECUTIVE SESSION Mayor~recessed the <br /> meeting for an Executive <br /> Session to consider <br />legal and personnel matters. The meeting was reconvened at <br />5:4S P.M., with all Council members present. <br /> <br />RECESS <br /> <br />vened at 7:55 P.M., <br /> <br /> At 5:45 P.M., the <br /> Council recessed <br /> for dinner at Bar- <br /> clay,s, and..recon- <br />with all Council members present. <br /> <br />TRIBUTE TO Mayor Garthe con- <br />POLICE CHIEF gratulated Police <br /> Chief Raymond C. <br /> Davis and read the <br />inscription on the plaque awarded to the Chief by the <br />Southern California Police Community Relations Officers <br />Association for "Outstanding Community Relations".
