The Request for Pro- <br />posal was approved by the Planning Commission and the <br />Human Relations Commission on August 11 and August 5, <br />1975, respectively. Councilman Bricken asked that the <br />kind of contract be specified, i.e., fixed price, cost <br />plus, fixed fee, etc; that the criteria for evaluating <br />the consultant firm be specified; that specific issues <br />in the given areas be set out and that strong language <br />be used to describe what the City wants. <br /> <br />Councilman Ward asked that the intent be made clear that <br />this should not be another planning study, but an imple- <br />mentation plan. <br /> <br />CA 140.20 <br /> <br />CIVIC CENTER GRAPHICS Consideration of the <br /> plan for Civic Center <br /> Graphics as developed <br /> in Alternate II by <br />Leroy Rose and Associates was continued to September 2, <br />1975 on the motion of Councilman Ward, seconded by Council- <br />man Bricken and carried (4-1) with Councilman Evans dis- <br />senting. <br /> <br />Prior to the motion, Mr. Bob Freeman of Leroy Rose & <br />Associates outlined the plan and described some of the <br />signs planned for assisting visitors to locate the various <br />facilities in the Civic Center Plaza. Rene, representing <br /> Small World Communi- <br /> ty Development, a <br />non-profit corporation, asked Council to facilitate her <br />organization's appeal of Planning Commission denial of a <br />Conditional Use Permit to operate an infant day care <br />center in an Ri District.
