ORDINANCE NS-1282 - AN ORDINANCE OF THE CITY OF <br />SANTA ANA APPROVING AMENDMENT APPLICATION #731 <br />INITIATED BY THE PLANNING COMMISSION TO REZONE <br />PROPERTY COMPRISING PORTIONS OF THE WILLOWICK GOLF <br />COURSE FROM THE Ri, R2, AND C2 DISTRICTS TO THE O <br />(OPEN SPACE LAND) DISTRICT, AND AMENDING SECTIONAL <br />DISTRICT MAP 10-5-10. <br /> <br />CA 10 <br /> <br />PUBLIC HEARING Mayor Garthe announced <br />APPEAL NO. 357 - VA 75-53 that this was the time <br />910 WEST 17TH STREET and place for the <br /> public hearing of <br />Appeal No. 357 of Planning Commission denial of Variance <br />Application 75-53 to construct a self-service gasoline <br />station and a drive-up photo booth on an existing market <br />site at 910 West Seventeenth in the C1 District. The Appeal <br />was filed by Country Crossroad Corporation, 3103 South E1 <br />Camino Real, San Clemente. <br /> <br />Director of Planning Charles Zimmerman identified the south- <br />west corner of Seventeenth Street and Flower on slides of <br />the location, and stated that a condition added at the Planning <br />Commission meeting was a 6'6" wall, which would be required on <br />the southerly property line wherever it abuts residential <br />property, and similarly on the west property line; that there <br />would be substantial modification of the existing market build- <br />ing, that the large sign would be removed, and that there would <br />be substantial landscaping, as well as substantial interior <br />treatment of the building; that the Planning Commission vote <br />was 3-3, resulting in a denial of the Application. <br /> <br />Those speaking in favor of the Variance Application were: <br /> <br />Tom O'Keefe, 2323 North Broadway, Attorney for Applicant, stated <br />that the project was necessitated by the changing times; that <br />the free-standing market is being outmoded by the multiple-use <br />shopping centers, which was one of the reasons the Market <br />Basket was unable to continue; that it will help the other <br />businesses in this area of transition; that the principals <br />are the owners of an independent oil refinery; and that the <br />proposal meets all of the legal obligations for the Variance. <br /> <br />Jim Avery, 3103 South E1 Camino Real, San Clemente, representing <br />the Appellant, stated that they were aware of some antagonistic <br />feelings toward service stations; that the Appellant plans to <br />bring in 70 trees, including 20 full grown orange trees, and <br />through the use of mounded landscaping, to soften the gasoline <br />station site; that there will be no canopy, no mechanical work <br />done, and no U-Haul trailers; there will be no pole signs; that <br />the building will contain a large meat operation, a large produce <br />market, with a large supply and variety of products; that a <br />small card shop is being considered, and possibly a small drug <br />store; and that the exterior of the building will be a brick <br />and wood treatment with a "country feeling". <br /> <br />Speakers in .favor of the proposed Variance were: <br /> <br />W. L.
