Those persons speaking in opposition~to Underground Utility <br />District #7 were: <br /> <br />Andrew Jannett, 2011 North Grand <br />Stafford Hurrell, 2019 North Grand <br />Norma Hasenyager, 2139 North Grand <br />Genevieve Rutledge, 2105 North~Grand <br /> <br />Some of the opponents had residential property in the proposed <br />District, and stated that the service installed for their resi- <br />dential use would have to be changed at a later date when the <br />property was changed to commercial use; that if the District <br />were delayed for a couple of years that the commercial use might <br />by then be established; and that the expense to the property <br />owner would be a financial burden. <br /> <br />There were no further speakers, the Clerk reported there were no <br />written communications, and the Mayor closed the public hearing. <br /> <br />Councilman Ward stated his opinion that underground utilities <br />would increase the value of the properties in the District. <br />Councilman Brandt stated that to delay the project would increase <br />the cost by more than the inflation rate, which was verified <br />by the Edison Company representative, who stated the potential <br />increase to be about 25%. <br /> <br />The following resolution was adopted on motion of Councilman <br />Ward, seconded by Councilman Yamamoto, and unanimously (6-0) <br />carried: <br /> <br />RESOLUTION NO. 75-154 - A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF SANTA ANA ESTABLISHING <br />UNDERGROUND UTILITY DISTRICT NUMBER 7. <br /> <br />CA 134 <br /> <br />PUBLIC HEARING Mayor Garthe announced <br />NEGATIVE DECLARATION & that this was the time <br />AMENDMENT APPLICATION 731 and place for the <br /> public hearing of <br />Amendment Application 731 to rezone properties generally located <br />in an area bounded on the north by the Willowick Golf Course, <br />on the east by the Santa Ana River, on the south by Fifth <br />Street and on the west by Jackson Street, from the Ri and C2 <br />Districts to the 0 (Open Space Land) District. <br /> <br />Charles Zimmerman, Director of Planning, stated that when the <br />Open Space Element of the General Plan was adopted that staff <br />had indicated that several properties would have to be rezoned <br />and that one of these areas was the Willowick Golf Course area; <br />that the owners of the property favor the rezoning; that on <br />September 22 the Planning Commission recommended the rezoning <br />to be in conformance with the General Plan; and that the City <br />of Garden Grove was notified. <br /> <br />There were no persons who requested to speak on the Amendment <br />Application; the Clerk reported there were no written communica- <br />tions; and the Mayor closed the public hearing. <br /> <br />The Negative Declaration was approved and filed, and the follow- <br />ing ordinance was placed on first reading, on the unanimously <br />carried (6-0) motion of Councilman Ward, seconded by Councilman <br />Brandt: <br /> <br />CITY COUNCIL MINUTES <br /> <br />443 OCTOBER 13, 1975 <br /> <br /> <br />
