<br />. <br />. <br /> <br />Commissioner Villa requested <br />information on the status of <br />the funding and stated that he <br />understood a contract had been approved and funds were forthcoming. <br /> <br />FUNDING STATUS <br /> <br />. <br /> <br />In response to Commissioner Villa's inquiry, the Secretary Pro Tem <br />stated that the funds would not be received until the program was under- <br />¥fay since it was on a reimbursement basis; that the man who was going <br />to be responsible for the program was the Assistant to the City Manager <br />for Community Relations; and that he would begin in November. <br /> <br />Commissioner Villa stated that he could not understand why the pro- <br />gram had not gotten off the ground since the contract had been approved <br />and asked why there had been no advertisement for an Executive <br />Director; and that the Authority had not been aware that the Secretary <br />Pro Tem was going to name one of his staff to fill that post. <br /> <br />, <br /> <br />The Secretary Pro Tem stated that the matter of administering the pro- <br />gram still required considerable research and that the program could <br />be initiated in one of the following ways: 1) in house, the program being <br />initiated by the staff, or 2) could contract out and have an experienced <br />realtor provide the service. He further stated that the grant required <br />that the units be inspected and up to code before the program could <br />be initiated; and that further work on the program could not be done <br />until he received additional assistance in his office. <br /> <br />. <br /> <br />Commissioner Villa stated that he believed the Authority should get <br />someone on board; that some funding should be committed from the <br />City so that the Authority could be reimbursed; that the first item to <br />consider was the hiring of a Director--not just picking someone out <br />of staff; and that a full-time Director should have been recruited as <br />soon as the contract had been approved. <br /> <br />Chairman Patterson stated that the Authority had not yet made that <br />decision; that he understood the immediate staff was to be used until ' <br />it was unable to handle the program; and suggested that the matter be <br />considered at the next regular meeting of the Housing Authority. <br /> <br />. <br /> <br />Chairman Patterson stated that he was not ready to support any motion <br />relative to the hiring of a Director because he had no facts upon which <br />to base his support, even though he agreed that the program should <br />get moving. <br /> <br />. <br /> <br />. <br /> <br />The Secretary Pro Tem stated that he anticipated by the next regular <br />Housing Authority meeting he would have an assistant on board who <br />would develop a tentative program on how to proceed; that he could <br />see nothing to be gained by immediately hiring a Director; and that <br />some harm might be done by so doing. <br /> <br />On the unanimously approved motion of Commissioner Villa, seconded <br />by Commissioner Griset, the matter of selecting an Executive Director <br />was referred to staff for a report at the November 20 meeting. <br /> <br />. <br />, <br /> <br />-2- <br />
