<br />, <br /> <br />. <br /> <br />. <br />I., <br /> <br />. <br />. <br /> <br />. <br /> <br />, <br /> <br />. <br /> <br />. <br /> <br />Commissioner Villa stated that he was opposed to further delays in <br />implementing the program. <br /> <br />Chairman Patterson arrived at 2:15 P.M. <br /> <br />In addition Commissioner Villa stated that he also opposed the recom- <br />mendation because the program would be supervised by the Assistant to <br />the City Manager; that in his opinion, the program coordinator should <br />report directly to the Housing Authority; that the Leased Housing Program <br />offices should not be located in the Community Relations division but <br />rather in the Mayor's office because of the relationship between the <br />Housing Coordinator and the Housing Authority. <br /> <br />Commissioner Yamamoto also stated that he was opposed to further <br />delay but had thought a comparison of both operating procedures (in-house <br />vs. consultant) would be forthco:ming from Staff. <br /> <br />Mr. Spragg stated that more time would be required for investigation <br />of private consultants' ability to manage the program, the cost of such <br />management and whether or not such a method would be approved by <br />the Department of Housing and Urban Development. <br /> <br />Chairman Patterson stated that he favored an "in-house" management <br />program as recommended in the report: and that, whenever necessary, <br />private consultants could be used to assist Staff. <br /> <br />The matter of employing a management consultant vs. additional city <br />personnel to implement the 23 Leased Housing Program was referred <br />to Staff for study and report on motion of Co:mmissioner Herrin, seconded <br />by Co:mmissioner Griset and carried on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Herr~ Griset, Evans, Yamamoto <br />Villa, Patterson <br />None <br /> <br />Mrs. Leah Potter, Vice <br />President of the Senior <br />Citizens' Club of Santa Ana <br />presented to Council a petition with 426 signatures requesting a feasibilitf <br />study of the construction of a :multi-story, low-rent apartment complex <br />near Birch Park for senior citizens. <br /> <br />SENIOR CITIZEN <br />APARTMENT COMPLEX <br /> <br />Mrs. Potter stated that the proposed apartment would up-grade the Birch <br />Park area; that the need has grown since the subject was first submitted <br />to the Planning Department in 1966 or 1967; and she requested that the <br />Co:mmission give the :matter its highest priority. <br /> <br />The matter was referred to Staff for study and report on the unanimously <br />carried motion of Co:mmissioner Villa, seconded by Commissioner <br />Yamamoto. <br /> <br />Co:mmissioner Herrin requested that the report presented be as completely <br />detailed as possible regarding implementation utilizing HUD programs <br />as well as private funding. <br /> <br />-2- <br />
