WORK EXPERIENCE PROGRAM Appropriation Adjustment <br />A.A. #150 #1S0 to budget additional <br />APPROVED funding carried over <br /> from the previous fiscal <br />year for the Public Sector Work Experience Program, was <br />approved on the unanimously carried (6:0) motion of Councilman <br />Bricken, seconded by Councilman Ward. CA 65.5 <br /> <br /> ORAL COMMUNICATION On the recommendation <br /> CITY-WIDE PUBLIC SAFETY PROGRAM of Councilman Bricken, <br /> REFERRED whose motion was <br /> seconded by Councilman <br />Ward, and carried (S:i), with Councilman Ortiz dissenting, <br />Staff was directed to study and report to Council the pos- <br />sibility of requiring by a date certain 1) A smoke alarm <br />in every residence; 2) Minimum security systems for every <br />residence; 5) Minimum fire and security systems in every <br />~business; and 4) Measures to require elimination of open <br />stair wells in office buildings and apartments. CA 8? <br /> <br />IMPROVEMENT - APARTMENT BUILDINGS Councilman Bricken's <br />ON STANDARD AVENUE motion, seconded by <br />REFERRED Councilman Evans, <br /> and~carried (6:0) <br />unanimously, directed Staff to prepare recommendations for <br />the improvement of the apartment buildings on Standard <br />Avenue. There was general agreement that the condition, of <br />the buildings is an eyesore to the community. CA 8? <br /> <br />RECESS ., At 4~07 P.M. the <br />EXECUTIVE SESSION meeting was recessed <br /> for an Executive <br /> Session to review <br />legal matters; at 5:00 P.M. the meeting was reconvened, <br />and immediately recessed for a joint dinner meeting with <br />the Personnel Board at the Saddleback Inn. <br /> <br />CITY COUNCIL - PERSONNEL At 6:00 P.M., follow- <br />BOARD JOINT MEETING ing dinner, Mayor <br /> Garthe convened the <br /> meeting, expressing <br />Council's appreciation for, this opportunity to meet with <br />and hear reports and recommendations from the Personnel <br />Board. <br /> <br />Board Chairman Richard Grace welcomed this meeting with the <br />Council, and stated that his Board had been working dili- <br />gently toward the successful completion of its stated Goals <br />and Objectives; that the Board had recommended rules and <br />procedures for the conduct of employee appeal hearings; <br />that they were very involved at present in reviewing the <br />City Charter Section dealing with Civil Service to develop <br />recommendations for the Charter Review Committee; that <br />they recommend the creation of an "Executive Committee" <br />to make special studies and perform investigatory work and <br />draft recommendations to bring to Council; that the Board <br />considers its primary objective to be to improve Santa <br />Ana's image as a fair and equitable employer; that the <br />City is being challenged by the. OSHA regulations challenges <br />of the merit system, and by Federal and judicial mandates; <br />that the Board may in the future be playing a greater role <br />in the mediation of labor contracts; that the Board's <br />greatest challenge each year is Affirmative Action.
