Mayor Garthe said that there was a time when <br />the Director told the Board what to do and they confirmed <br />what he wanted; it has to be a two-way street, a cooperative <br />effort; that the Board has more capacity to find out what <br />people want, more than the Council can or the Staff can. <br /> <br />Councilman Evans announced that the finals for Southern Cali- <br />fornia Little League are being held at Northeast Park; that <br />it would be much easier to accommodate the crowd if they <br />could make an arrangement with the Lionettes to use the <br />Stadium. <br /> <br />John ThomPson said that the Board can come up with programs, <br />but that then there are no funds. <br /> <br />Mr. Gresham stated that his relationship with the City Manager <br />should be a strong one; that good administration requires <br />that he communicate to his Board where they are on funding; <br />that he would like the Board to be idealistic, and not be <br />worried about money restrictions; that he would like them <br />to think "City". <br /> <br />Councilman Bricken cited the Museum as an example of a. complete <br />turnaround a~d.great progress, with the same Board, when. the <br />administrator took the time to look for new ways of funding. <br /> <br />Councilman Evans said that it is a time for new ideas; that <br />we know how much money we have to work with; that we need <br />to stabilize and become more productive with those already <br />on board. <br /> <br />Mayor Garthe stated that he is in favor of buying land while <br />it is vacant and leasing it until it can be developed. <br /> <br />Councilman Ward noted that the central city area needs more <br />park land, but that it would be expensive to acquire developed <br />land. <br /> <br />Bob Gresham stated that new and innovative programs can be <br />developed for the~facilities that the City~ already has in the <br />downtown area as well as the rest of the City. Councilman <br />Ortiz agreed, and stated that he did not think that the City <br />utilizes its existing facilities to the greatest extent <br />possible. Councilman Ward mentioned that the City has a <br />beautiful Mall that could be better utilized. <br /> <br />There was general consensus that the City needs to look for <br />additional parking for Prentice Park. <br /> <br />Councilman Brandt stated that the City has the only zoo in <br />the County, and might qualify to receive additional revenue <br />sharing money. <br /> <br />Bruce Spragg announced that he had asked the new Director of <br />Recreation and Parks to speak to the Board members and the <br />Councilmen individually so that he will be in a good position <br />to move immediately to the things that are of the highest <br />priority.
