FREEMAN <br /> PROTEST AFFIRMED <br /> <br />Aha with the Alcoholic Beverage <br />report by the Police Department <br /> <br />The Staff report <br />indicating that a <br />protest will be filed <br />by the City of Santa <br />Control Board based on a <br />indicating that the location <br /> <br />is in a high police-related incidence area, was received <br />and filed, and the protest affirmed, on the motion of Coun- <br />cilman Yamamoto, seconded by Councilman Bricken, and carried <br />(4:$) with Councilmen Evans, Ortiz, and Mayor Garthe dissent- <br />ing. <br /> <br />Prior to the motion, James Knudsen, Attorney for Applicant <br />Mrs. Elba Freeman, stated that there had been a liquor <br />license at 1019 South Fairview Street for many years; that <br />Mrs. Freeman was required to apply for a new license only <br />because the former licensee did not appear to sign for the <br />transfer; that Mrs. Freeman intends to emphasize the food; <br />and that she had made a sizeable investment and will be the <br />full-time manager of the establishment. <br /> <br />Chief Raymond Davis referred to his report dated April 5, <br />1976 listing the number of calls for service in or about <br />the location as the basis for the protest. CA 146.1 <br /> <br />PROCLAM~tTION PRESENTATION Councilman Bricken, <br />"EQUAL HOUSING after reading the <br />OPPORTUNITY MONTH" Proclamation, made <br /> the presentation <br />to Samuel Sandoval, Equal Opportunity Director, Housing <br />and Urban Development. Councilman Bricken r~cognized Mr. <br />Sandovat's many years of service with the Human Relations <br />Commission. Mr. Sandoval accepted, stating that HUD's <br />activities are based on the idea of voluntary compliance <br />with fair housing; and he thanked the Council for the <br />opportunity to come by and receive the Proclamation. CA 46 <br /> <br />TAXICAB PERMIT REVIEW PROCEDURE; On the basis of a <br />COUNCIL REFERRAL ITEM #22? survey of the proce- <br />APPROVED; DELETED dures used by,other <br /> cities and the recom- <br />mendation of the Police Chief dated April 8, 1976, the <br />present procedure for allocation of taxicab permits was <br />retained; and Item #22? was deleted from the Council Refer- <br />ral Summary, on the motion of Councilman Brandt, seconded <br />by Councilman Yamamoto, and carried (F:2), with Councilmen <br />Ortiz and Bricken dissenting. Councilman Ward expressed <br />his concern that the citizens receive the best taxicab <br />service available. CA 26 <br /> <br />HIRING EXEMPTION REQUEST Councilman Ward's <br />BUILDING MAINTENANCE MAN motion, seconded <br />DENIED by Mayor Garthe, <br /> to exempt the posi- <br />tion of Maintenance Man for the Building Maintenance <br />Department, failed (2:S), with Councilmen Bricken, grandt, <br />Evans, Ortiz and Yamamoto dissenting. . <br /> <br />Councilman Evans stated that only emergency situations <br />should require exemptions, and that this position will <br />be considered at Budget time. <br /> <br />CA 50 <br /> <br />CITY COUNCIL MINUTES <br /> <br />147 · APRIL 19, 1976 <br /> <br /> <br />
