Councilman Bramdt responded that his main concern at the time <br />had been:with meetings starting on time, rather than the oc- <br />casional member who came in late due to occupational or per- <br />sonal commitments. <br /> <br />Commissioner Roy Uno stated that the Commission is ready to <br />assist the Redevelopment Agency in its relocation program. <br />Dick Goblirsch, Executive Director of the Redevelopment Agency, <br />stated that relocation activity over the next year will be <br />very small, and that the Community Redevelopment Commission <br />now acts as the appeals board in relocation matters. <br /> <br />Councilman Brandt solicited the help of the members in attract- <br />ing minority applicants for service on the various Boards and <br />Commissions of the City. <br /> <br />Commissioner Lamm stated that the Commission must:often base <br />its recommendation to the Council on substantive data and <br />background information provided by Staff, and that some as- <br />sistance is needed in this area to define what is acceptable <br />in the way of recommendations. CA 9.10 <br /> CA 80.17 <br /> <br />COMMUNITY ORIENTED TEAM Chief Raymond <br />POLICING PROGRAM Davis introduced a <br />SLIDE PRESENTATION new slide presentation, <br /> which had been prepared <br />by the~ Public Information Officer, on Community Oriented <br />Team Policing by stating that in 1974 Santa Ana was known <br />for the highest crime rate increase in California; that the <br />Council appointed a Citizens Crime Prevention Commission <br />which started work in October, 1974; that the Commission <br />studied alternative programs; that the COP program was <br />established in Santa Ana; that for,19?S the increase in <br />the crime rate went down to 12th in the State; that for <br />the first three months of 1976 there is an 18% decrease in <br />major crimes, 19% decrease in burglary; and the City has <br />started to turn around the rate of crime in Santa Ana. CA 47.9 <br /> CA 151 <br /> <br />CITIZENS CRIME PREVENTION Mayor Garthe expressed <br />COMMISSION - CERTIFICATES OF the appreciation of the <br />APPRECIATION PRESENTATIONS City Council for the <br /> many hours contributed <br />by each member of the Citizens Crime Prevention Commission, <br />and individually presente~ to each member present a special <br />Certificate of Appreciation. Those present were Chairman <br />Wyatt Frieson, Robert Dethlefsen, Shirley Farrell, Bill <br />Gallardo, Kenneth Herron, Pat McGuigan, Michael Silvas, <br />Allan Stokke, Harriet Tyler and Councilman David Ortiz. The <br />Certificates for Richard Miranda, Wade Herrin, Mark Karo and <br />Adolph Nieblas will be delivered to them.
