PUBLIC HEARING - HALFWAY HOUSE Mayor Garthe announced <br />APPEAL #361, VA 76-4 that this was the time <br />DENIED and place for the <br /> public hearing of <br />Appeal No. 361, Variance Application 76-4, filed by Glen <br />Gary Boyd to allow a halfway house at 1431 South Broadway <br />in the R3 District. <br /> <br />Planning Director Charles Zimmerman. stated that a variance <br />is required because of 1) the 24-hour supervision of residents, <br />2) a counseling program, and 3) the proposed office.facilities; <br />that the Application was.processed~, .and two Planning Commis- <br />sion public hearings were held on February 23 and March 8, <br />1976; that on March 8 the Commission denied the Application <br />on a 4:3 vote on the basis that the proposed use would not <br />be compatible with the existing established residential and <br />light commercial neighborhood, and that there already is <br />an over-concentration of social welfare.facilities in the <br />City that deal with problems on a County basis rather than <br />a restricted basis of the City only; that the building was <br />constructed in 1955 as a medical office building; that <br />conversion of the building was authorized on Jan. 20, 19~ <br />by a building permit to convert to a six-unit apartment <br />building; that the Planning Department received 47 letters <br />and 90 telephone calls in opposition to the Variance. <br /> <br />The following persons spoke in favor of the Appeal: <br /> <br />D. Half-way House; that they are trying to help offenders <br />from the area~ to help them obtain employment and housing; <br />that they will have 16 people at a time, maximum; that <br />it is better to have them together where there is supervision; <br />that the program should be given a chance for a year; that <br />these socially handicapped people should be given an oppor- <br />tunity to reestablish themselves in the community. <br /> <br />The following persons spoke against the Appeal: <br /> <br /> Van Smoot, 2101 S.
