Mr. Vogl briefly described some of the proposed amendments <br />to Chapter X as follows: <br /> <br /> Section 1002 - deals with job security and the <br /> right of the Council to be able to hire and fire <br /> personnel at will. <br /> <br /> Section 1004 - relating to job classification <br /> and compensation, has come before Council before; <br /> and it is the recommendation of the Personnel <br /> Board to relieve the Council of the day to day <br /> duty without removing from Council the question <br /> of compensation. <br /> <br /> Section 100S - dials with the probationary <br /> period:from the standpoint of the employer. <br /> <br />Section t008 - changes the SO days suspension <br />period to a longer period of time. If a 40 <br />day suspension is warranted, the current Charter <br />section, is inadequate to provide for such sus- <br />pension. It is a matter of policy whether the <br />Council agrees with this change or not. <br /> <br />Section 1009 - deals with the term "lay off". <br /> <br />Section 1400 - currently prevents the Council <br />from having flexibility of changing retirement <br />Systems. <br /> <br />Pauline Lockwood stated that the Board has tried to make the <br />Charter as:readable and as understandable as possible; that <br />different jobs may require different lengths of probationary <br />periods; and that a Charter should provide guidelines with <br />rules and regulations that.need to be changed to keep pace <br />with the times. <br /> <br />Councilman David Brandt stated that he had no particular areas <br />of disagreement; that he did not have time to sit down and go <br />through the .Charter amendments section by section and ascertain <br />the impact of each individual change; and he asked if all the <br />necessary changes were being made, or if we were making more <br />changes than are necessary~ <br /> <br /> Councilman Ortiz stated that his only concern was in the area <br /> of job security. Don Bott responded that at present a depart- <br /> ment head. has-one year in which to decide if he likes an <br /> employee's performance; that in the case of a fireman, for <br /> example, a year is sometimes inadequate if there have been no <br /> fires or not.enough, opportunity for the employee to demonstrate <br />-.his ability in a particular job class. <br /> <br />Councilman Evans asked if the members of the Personnel Board <br />were basically in agreement with the members of the Charter <br />Review Committee regarding the proposed amendments. Don Bott <br />responded-,that the Personnel Board, Charter Review Committee <br />and Staff were in accord. <br /> <br />Councilman Ward. stated that he is concerned about following <br />through with the direction given to the Charter Review Commit- <br />tee and Personnel Board by the Council; that the Committees <br />have put in quite a bit of time; that he does not agree with <br />all of the amendments recommended by the two groups; but that <br />the voters should have the opportunity to vote on the issues. <br />He also stated that more work is needed on arguments and <br />wording of issues. <br /> <br />CITY COUNCIL MINUTES <br /> <br />41 JANUARY 25, 1977 <br /> <br /> <br />
