<br />4025 - C-5-F Storm Drain, Phases I, II, III and Add-on
<br />Alternate Phase IV prior to its place on the Agenda was granted.

<br />BID AWARD - PROJECT 4025 On the unanimously
<br />C-5-F STORM DRAIN, PHASES I, carried 5:0 motion of
<br />II, III & ALTERNATE IV - AWARDED Councilman Ward,
<br /> seconded by Councilman
<br />Yamamoto, the contract on Project 4025, C-5-F Storm Drain,
<br />Phases I, II, III, and Add-on Alternate Phase IV, was awarded
<br />to Steve Bubalo Construction Co., Reseda, on basis of lowest
<br />responsible and best bidder, for a total bid of $936,085.
<br />
<br />A subsequent motion, unanimously 5:0 carried, made by Council-
<br />man Bricken, seconded by Councilman Yamamoto, referred the
<br />letter from the Storm Drain Committee to the City Manager for
<br />follow-up to the requests contained in the letter. An amend-
<br />ment to that motion made by Councilman Bricken, seconded by
<br />Councilman Ortiz, directed Staff to schedule the meetings
<br />regarding use of over-allocated money in accordance with
<br />Federal guidelines, with at least one meeting to be held in
<br />Santa Anita. The second meeting will be held there also, if
<br />possible under Federal regulations.
<br />
<br />Prior to Council action, Assistant City Manager Ronald Wolford
<br />stated that the first Phase of the C-5-F storm drain was con-
<br />structed in 1961; that the City expended $95,000 to bring it
<br />over as far as Newhope; in 1966 Phase II cost $215,000; the
<br />third Phase, Santa Anita Park Lateral, easterly at Harbor in
<br />1970 cost $32,000; and that we are presently at the last Phase
<br />of the C-5-F Project; that this will be a 66-inch pipe, and
<br />the project is funded through the Community Development Second
<br />Year Program with a large grant from the Orange County Flood
<br />Control District; that there were nine bidders, and bids were
<br />opened on January 20, 1977; and that the low bid was $936,085.

<br />both Housing and Community Development meetings, concerning the
<br />over-allocated money for the construction of the storm drain, be
