ORAL COMMUNICATION After receiving <br />HUF~IN RELATIONS COMMISSION Councilman Bricken's <br />APPOINTMENTS nomination for the <br /> Ward 1 representative <br />to the Human Relations Commission, Mildred Cobb, the seven <br />nominees [Minutes Page 98) were appointed on the motion <br />of Councilman Yamamoto, seconded by Councilman Evans, and <br />carried 7:0 unanimously. CA 131.1 <br /> <br />RECESS <br /> <br />with all Councilmen present. <br /> <br />At 5:00 P.M. the meet- <br />ing was recessed for <br />dinner; the meeting was <br />reconvened at 7:30 P.M. <br /> <br />PLEDGE OF ALLEGIANCE The Pledge of Allegiance <br />SPECIAL PRESENTATION was led by Cub Scout <br />INVOCATION Pack #265 assisted by <br /> Cub Master Tom Johnson, <br />Assistant Cub Master Ron Grishaber and Webelos Leader Bob <br />Kohl; a special recorded message to the citizens from the "Flag <br />of the United States of America" was played after the posting of <br />colors. Mayor Garthe was the recipient of a Certificate of <br />Appreciation from the Cub Scouts of America for his participation <br />in their awards banquet. The Mayor expressed the thanks of the <br />Council and audience for the impressive Flag Ceremony, and for <br />his Certificate. The Invocation was then given by Reverend <br />Wilbur Parry of the Camile Christian Church. CA 80.17 <br /> CA 73A <br /> CA 9.10 <br /> <br />SPECIAL PRESENTATION - WESTERN Mr. Floyd Higgins, <br />FIRE CHIEFS' ASSOCIATION AWARD Retired Fire Chief of <br />FOR FIRE PREVENTION EXCELLENCE the City of Orange, <br /> representing the Western <br />Fire Chiefs' Association stated that the Western Division <br />is the largest of the eight divisions being made up of the ten <br />western states; that Santa Ana placed not only first in its <br />class by population, but first in the United States for cities <br />of all sizes; that there is no award higher; that this is the <br />second time that Santa Ana has been so recognized; that Santa <br />Ana is one of the few cities that can boast of a fire insurance <br />class Rate II; and that Ken Mitchell of our Fire Department <br />is known country-wide as "Mr. Fire Prevention". <br /> <br />Fire Chief B. J. Thompson and Fire Marshall Angelo Minchella <br />joined Mayor John Garthe to receive this distinguished award. <br />Fire Chief Thompson took the opportunity to introduce three <br />new members of the Fire Prevention Division, Sherry Mack, <br />Spring Anderson and Sylvia Mendez. CA 64 <br /> CA 73A <br /> <br />CERTIFICATES OF APPRECIATION Mayor John Garthe <br />GOLDEN CITY AWARDS COMMITTEE thanked his Committee <br /> members for their <br /> work on the very <br />successful "Golden City Awards Banquet", and presented <br />Certificates of Appreciation to those present: Jim Cooper, <br />Ed Colburn, Barbara Hall (received by Herda Haigh), Nat <br />Lamm and Jim Watts. He also thanked Ben Paschall, Woody <br />Williams and Brnestine Vasquez, who were unable to be present <br />for the presentations.
