PUBLIC HEARING Mayor Garthe announced <br />CUP'S FOR KENNELS that this was the time <br />ORDINANCE NS-1352 - 1ST READING and place for the <br /> public hearing of <br />proposed Ordinance No. NS-1352 to require a conditional <br />use permit for kennels in the Al, Mi, and M2 use districts, <br />and to exclude kennels from the LM and CM use districts. <br /> <br />Planning Director Charles Zimmerman stated that the proposed <br />ordinance had been unanimously approved by the Planning <br />Commission; that the ordinance had been developed after complaints <br />had been received by citizens in the South Lyon Street area; <br />that it would prohibit substantial modification or additions <br />to the existing kennels, but that the existing structures and <br />grounds could be maintained; and that in the LM and CM use <br />districts no kennels would be allowed. <br /> <br />Clerk of the Council Florence Malone reported that there were <br />no written communications. <br /> <br />There being no speakers on the subject, Mayor Garthe closed <br />the public hearing. <br /> <br />On the unanimously carried 7:0 motion of Councilman Yamamoto, <br />seconded by Councilman Ward, the following ordinance was placed <br />on first reading: <br /> <br />ORDINANCE NO. NS-1352 - AN ORDINANCE OF THE CITY OF <br />SANTA ANA AMENDING SECTIONS 41-201, 41-472, 41-489, AND 41-521 <br />OF THE SANTA ANA MUNICIPAL CODE TO REQUIRE CONDITIONAL <br />USE PERMIT FOR KENNELS IN THE Al, Mi, AND M2 USE DISTRICTS <br />AND TO EXCLUDE KENNELS FROM THE LM AND CM USE DISTRICTS. <br /> CA 13.1 <br /> CA 95 <br /> <br />PUBLIC HEARING Mayor Garthe announced <br />COMMUNITY DEVELOPMENT GRANT that this was the time <br />REALLOCATION - APPROVED and place for the public <br /> hearing of the proposed <br />reallocation of $357,000 Second Year Community Development <br />Block Grant Funds. <br /> <br />Assistant City Manager Ronald Wolford stated that $800,000 had <br />been allocated for the construction of the CSF storm drain <br />project; that when bids came in the low bid was under the <br />estimated cost; that in addition the contingency fund had <br />$89,000 for a total remaining amount of $357,000 for realloca- <br />tion; that the community development management team held <br />several meetings to designate projects and programs for possible <br />funding; that community meetings were held; that the complete <br />list of projects suggested (totalling $600,000) was trimmed <br />to meet the $357,000 available funds; that many good suggestions <br />came from the Santa Anita community, which were included in the <br />list of proposed projects; that a public hearing was held by <br />the Planning Commission on March 14 and approval of the proposed <br />projects was given by the Commission. <br /> <br />Speakers in favor of the proposed reallocation were: <br /> <br />Fernando Barona, 705 North Gunther <br />Jose Lopez, 614 North Bewley <br />Joe Castellon, 309 South Gunther <br />Lydia Morales, 601 North Figueroa <br />Augustin Loustaunau, 219 North Garnsey <br />Manuela Piedra, 702 West Second <br />Cruz Roman Cota, 212 North Garnsey <br />Jesus Moreno, 406 N.
