CITY/COUNTY JOINT POWERS The report dated <br />AGREEMENT - BOWERS MUSEUM February 15, prepared <br />REPORT FILED by Deputy City Manager <br /> Manuel Rede regarding the <br />status of the City/County joint powers agreement for the <br />improvement and expansion of facilities and programs at the <br />Bowers Museum was received and filed on the unanimously carried <br />motion 7:0 of Councilman Brandt, seconded by Councilman Garthe. <br />Mr. Rede reported that the Supervisors' action on the agreement, <br />which was approved in concept by Council on October 17, has <br />been delayed due to interest among Orange County Museum profes- <br />sionals in the formation of an Orange County system of museums, <br />which has resulted in the Supervisors appointing a study task <br />force to advise on the formulation of such a system. CA 85 <br /> <br />ZONING CODE VIOLATIONS The report dated Febru- <br />3418 & 3420 W. CAMILLE ary 15, 1978 prepared by <br />RECEIVED & FILED Planning Director Charles <br /> Zimmerman in response to <br />Mr. Frank Nicklus' oral request to the City Council on Janu- <br />ary 24, to correct zoning violations at 3418 and 3420 West Camille, <br />involving automobile repair and storing automobiles on the lawns, <br />building modifications without permits and modifications not in <br />accordance with the permits issued. The report covered a history <br />of zoning complaints against the property and the action taken <br />by the Planning Department in each case. CA 10.2 <br /> <br />SPECIAL MUNICIPAL ELECTION <br />CONSULTANT RECOMMENDATIONS <br />& CLERK'S REPORT <br />EXPENDITURE RATIFIED; REPORTS FILED; <br />STAFF INSTRUCTED <br /> <br />The City Council received <br />the report from Braun Cam- <br />paigns, Inc., recommending <br />proposed ballot language <br />and groupings of Charter <br />Amendments for inclusion <br /> <br />on the ballot along with a report, dated February 16, 1978, <br />prepared by Ann Marie Gallant, summarizing the recommendations <br />contained in the Braun report. Acting on the Staff recommenda- <br />tions, on the motion of Councilman Bricken, seconded by Council- <br />man Ward, and carried 6:1, with Mayor Evans dissenting, Council <br />ratified expenditures in the amount of $9,250, payable to Braun <br />Campaigns, Inc., for consultant services in connection with <br />Charter amendments; on the motion of Councilman Ward, seconded <br />by Councilman Bricken, and carried 6:1, with Councilman Garthe <br />dissenting, Council received and filed the Braun Campaigns report <br />recommending the ballot grouping for the proposed Charter amend- <br />ments. <br /> <br />On the motion of Councilman Bricken, seconded by Councilman <br />Ward, and carried 6:1, with Councilman Garthe dissenting, <br />Council directed the Public Information Officer to determine which <br />public education activities the City will implement, basing such <br />decision on the time, personnel and resources available. Council- <br />man Ward's motion, seconded by Councilman Yamamoto, to authorize <br />funding in the amount of $7,000 for the public education activi- <br />ties and requesting Staff to prepare the necessary appropriation <br />adjustments, failed to carry on the following vote: <br /> <br />AYES: Ward, Yamamoto, Ortiz <br /> <br />NOES: Brandt, Garthe, Evans, Bricken <br /> <br />ABSENT: None <br /> <br />Acting on the recommendations contained in the report dated <br />February 15, prepared by Clerk of the Council Florence Malone, <br />on the unanimously carried 7:0 motion of Councilman Bricken, <br />seconded by Councilman Ward, the Council: <br /> <br />CITY COUNCIL MINUTES <br /> <br />72 FEBRUARY 21, 1978 <br /> <br /> <br />
