ORAL COMMUNICATION Councilman Ortiz' motion <br />HIRING FREEZE to impose a hiring freeze, <br />APPROVED on the same basis as <br /> Council had authorized <br />approximately two years ago, was seconded by Councilman Yama- <br />moto and carried 6:1, with Councilman Ward dissenting. The <br />freeze will apply to all full-time budgeted positions and to <br />temporary and emergency full-time appointments, except for <br />seasonal emergency appointments and to all future CETA job <br />slots in the same operating unit where a vacancy exists due <br />to the freeze, unless approved by the Manpower Staff. CA 50 <br /> <br />ORAL COMMUNICATION Mr. Earl A. Lane, Regional <br />MOBILE HOME RENT INCREASES Director for the Golden <br /> State Mobile Home Owners <br /> League, stated that rent <br />stabilization for mobile home owners is sorely needed in Santa <br />Ana and throughout Orange County, and he cited examples of rent <br />gouging by mobile hom~ park owners; that Yuba County rent <br />stabilization has been instituted by Yuba City; and that he <br />would provide a copy of the ordinance to the Council. CA 137 <br /> <br />ORAL COMMUNICATION Mayor Evans reported <br />HRC/HA VACANCY that the Council Committee <br /> for Appointments to Boards <br /> and Commissions had met <br />earlier that day; that there is a senior citizen, Housing <br />Authority tenant vacancy on the Human Relations Commission/Housing <br />Advisory Commission, and that Ward 3 is not represented on the <br />Commissions. Mayor Evans requested Councilman Ward to recommend <br />a qualified applicant to the Council for appointment within the <br />next 30 days. CA 131.2 <br /> <br />ORAL COMMUNICATION Mayor Evans stated that <br />PERSONNEL BOARD VACANCY Wards 1, 2, 4 and 7 were <br />REFERRED not represented on the <br /> Personnel Board; that the <br />Committee had concluded that Ward 7 has the least number of <br />representatives on the City's Boards and Commissions; and that <br />Mrs. Beverly Reed is the only applicant from Ward 7 requesting <br />appointment to the Personnel Board. Mayor Evans requested <br />Councilman Yamamoto and other Councilmen to interview Mrs. <br />Reed prior to March 20 for the purpose of filling the vacancy. <br /> CA 50.8 <br /> <br />ORAL COMMUNICATION Mr. Mark Howes was <br />REDEVELOPMENT PROJECT AREA appointed to the Project <br />MARK HOWES APPOINTED Area Committee, represent- <br /> ing Ward 5, as recom- <br />mended by the Council Committee, by unanimous informal agree- <br />ment. Mayor Evans stated that there is no representative from <br />Ward 1 on the Project Area Committee, and he requested Council- <br />man Bricken to recommend an appointee within the next 30 days. <br /> CA 82.3 <br /> <br />RECESS At 5:50 P.M.
