PUBLIC HEARING - A.A. #784 Vice Mayor Ward announced <br />FAIRVIEW STREET that this was the time and <br />ORDINANCE NS-1421 1ST READING place for the public hear- <br /> ing of Negative Declara- <br />tion and Amendment Application 784 to rezone property located <br />on the east side of Fairview Street between Edna Drive and Trask <br />Avenue from the C5 (Arterial Commercial) to the R1-PRD (Single <br />Family Residential-Planned Residential Development) District. <br /> <br />Planning Director Charles Zimmerman stated that a tract map and <br />a variance application on the subject property have already been <br />filed and approved by the City Council; that the zone change is <br />a condition required by the variance; that the zone change is <br />consistent with the General Plan; that there was no opposition <br />at the Planning Commission hearing; and that the Planning Commis- <br />sion unanimously recommended approval. <br /> <br />There being no speakers on the subject, the Vice Mayor closed <br />the public hearing. <br /> <br />On the unanimously carried 4:0 motion of Councilman Garthe, <br />seconded by Councilman Yamamoto, with Councilman Bricken abstain- <br />ing because of a conflict of interest that could occur because <br />the Applicant is one of Councilman Bricken's clients, the Nega- <br />tive Declaration was approved and filed, and the following <br />ordinance was placed on first reading: <br /> <br />ORDINANCE NO. NS-1421 - AN ORDINANCE OF THE CITY OF SANTA <br />ANA APPROVING AMENDMENT APPLICATION NO. 784 TO REZONE <br />PROPERTY LOCATED AT 2151 NORTH FAIRVIEW STREET FROM THE C5 <br />(ARTERIAL COMMERCIAL) DISTRICT TO THE RI~PRD (SINGLE FAMILY <br />RESIDENCE - PLANNED RESIDENTIAL DEVELOPMENT) DISTRICT AND <br />AMENDING SECTIONAL DISTRICT MAP NO. 2-5-10. CA 10 <br /> <br />PUBLIC HEARING <br />DRAINAGE AREA FEES <br />RESOLUTION 78-33 - <br /> <br />ADOPTED <br /> <br />ment of Local Drainage Area Fees. <br /> <br />Vice Mayor Ward announced <br />that this was the time and <br />place for the public hear- <br />ing of the Annual Adjust- <br /> <br />Director of Public Works John Stevens stated that the City <br />charges the developers of properties in new areas to compensate <br />for the cost of development of the City's Master Storm Drain <br />System; that Council has directed that the fees be reviewed and <br />adjusted annually to conform with the increase in construction <br />costs; and that the 1977 index rose from 2,923 to 3,162, indicat- <br />ing an increase of 8.18% in construction costs during the <br />12-month period beginning April 1977. <br /> <br />Clerk of the Council Florence Malone reported that there were no <br />written communications on this subject. As there were no speakers <br />Vice Mayor Ward closed the public hearing. <br /> <br />On the motion of Councilman Yamamoto, seconded by Councilman <br />Garthe, carried 5:0 unanimously, the following resolution was <br />adopted: <br /> <br />RESOLUTION NO. 78-33 - A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA REVISING LOCAL DRAINAGE AREA FEES AND <br />REPEALING RESOLUTION NO. 77-49.
