Following a recess from 3:25 P.M. to 3:32 P.M. Council continued <br />to July 17, 1978, discussion of maintaining the hiring freeze, <br />on the motion of Councilman Brandt~ seconded by Councilman Ward, <br />carried 5:0 unanimously. <br /> <br />A motion made prior to the recess by Councilman Bricken, seconded <br />by Councilman Brandt, to maintain the hiring freeze and to direct <br />the Staff to provide a monthly report of personnel vacancies, <br />failed to carry on a 5:2 vote, with Councilmen Ward and Garthe <br />dissenting. <br /> <br />Councilman Bricken asked Staff what would occur if the hiring <br />freeze were continued until the City reached the point where <br />it would have to be restructured to continue to provide services. <br />City Manager Spragg responded that the City would have to review <br />any number of areas to consider contracting out some services, <br />to merge some services with the County or with other cities, or <br />to discontinue providing some services the City has provided in <br />the past. <br /> <br />Councilman Ward stated that in the event the City does not receive <br />funds from the State to supplement next year's revenue that <br />City structure must be reanalyzed and reorganized. CA 50 ~ <br /> CA 65B <br /> <br />HIRING FREEZE EXEMPTION REQUEST On the recommendation of <br />EQUIPMENT MAINTENANCE DEPARTMENT Warren H. Clark, Director <br />APPROVED of Equipment Maintenance, <br /> in his report of June 27, <br />1978, the hiring freeze was lifted and hiring of three Equipment <br />Mechanics and one Equipment Serviceman was authorized, on the <br />motion of Councilman Brandt, seconded by Councilman Bricken, <br />carried 5:0 unanimously. The request for exemption was made <br />at the suggestion of Council following discussions of the Maint- <br />enance Service Department at the budget review meeting held on <br />June 24, 1978. CA 50 <br /> <br />CHANGE IN CITATION PROCEDURE On the motion of Council- <br />VEHICLES & VESSELS FOR SALE man Bricken, seconded by <br />FILED Councilman Brandt, carried <br /> 5:0 unanimously, a report <br />dated July 6, 1978 prepared by the Planning Department recommend- <br />ing that courtesy notices be eliminated from the procedure to <br />prohibit the illegal display and sale of vehicles and vessels <br />in various locations in the City, and that citations be issued <br />upon first violation, was received and filed. The Planning <br />Department makes this change to eliminate Staff hours required <br />to track down second violations. CA 79 <br /> <br />BOWERS MUSEUM ACCREDITATION Deputy City Manager <br />REPORT Manuel Rede reported to <br /> Council the progress <br /> toward accreditation <br />of Bowers Museum; that he and the Museum Director, Reilly Rhodes, <br />had communicated with Albert Bergeson, Regional Commission of <br />U. S. Customs, who found that an investigation of museum imports <br />had been completed and the case closed in 1974; that the Museum <br />had been found not in violation of any Federal regulations; that <br />Mr. Bergeson had agreed to inform Mildred Compton, Chairman <br />of the Accreditation Committee, before the Committee's next <br />meeting in mid-September. He reported further that Reilly <br />Rhodes had prepared a letter to the Accreditation Committee <br />asking that the accreditation be granted by the present Committee. <br />Mr, Rede also said that a letter from the Mayor had been prepared <br />asking Congressman Patterson for any assistance he might give <br />to expedite the process of accreditation of the Museum.
