WATER RATE INCREASES After considering the <br />SET FOR PUBLIC HEARING report dated August 8, <br />SEPTEMBER 5 1978, prepared by Walter <br /> Schrauh, Senior Civil <br />Engineer, presenting the Water Rate Study for 1978-79 and <br />requesting that Council set a public hearing to consider water <br />rate increases, Council set the public hearing on September 5, <br />at 7:30 P.M., and instructed the Clerk to publish an advertise- <br />ment three times in The Register to be three by four inches or <br />a total of twelve column inches in size, giving a summary of <br />information to be considered at the hearing; on motion of <br />Councilman Ward, seconded by Councilman Brandt, and carried 5:2, <br />with Mayor Evans and Councilman Bricken dissenting. <br /> <br />Councilman Bricken arrived at 3:00 P.M. and participated in the <br />consideration of this item. <br /> <br />Prior to the voting, both Councilmen Ward and Brandt expressed <br />concern about effective communication with the public and the <br />importance of the public knowing specifics on information to <br />be considered at the hearing. CA 12.2 <br /> <br />1978 <br /> <br />RESOLUTION NO. 78-98 <br />WITHDRAWAL FROM SCAG <br />NOT ADOPTED <br /> <br />Councilman Bricken. <br /> <br />The vote on this item <br />had been postponed from <br />earlier in the meeting <br />awaiting the arrival of <br /> <br />A motion not to withdraw as a member of the Southern California <br />Association of Governments but to continue the nonpayment of <br />dues was made by Councilman Bricken, seconded by Councilman <br />Ward, and carried 4:3, with Councilmen Garthe and Ortiz and <br />Mayor Evans dissenting. <br /> <br />There were two prior motions which failed to pass. The first <br />was also a motion not to withdraw as a member of SCAG but to <br />continue the nonpayment of dues and was made by Councilman <br />Brandt, seconded by Councilman Yamamoto, failing to carry 3:4, <br />with Councilmen Garthe, Ortiz, Bricken and Mayor Evans dissent- <br />ing. The second was a motion to adopt RESOLUTION NO. 78-98 <br />declaring intention to withdraw made by Councilman Ortiz, seconded <br />by Councilman Bricken, and failing to carry 3:4, with Council- <br />men Ward, Brandt, Garthe, and Yamamoto dissenting. CA 141 <br /> <br />SANTIAGO STREET Council continued the <br />TRAFFIC CONTROL consideration of the <br />CONTINUED TO EVENING AGENDA status report on Santiago <br /> Street Traffic Control <br />Measures, dated August 14, 1978, prepared by Thomas Brohard, <br />Public Works Department, to the evening Agenda to accommodate <br />members of the public wishing to address Council on the item; <br />on motion of Councilman Ward, seconded by Councilman Brandt, <br />and carried 7:0 unanimously. <br /> <br />ZOO DEVELOPM~ENT & RENAMING At the request of Staff <br />CONTINUED TO OCTOBER 2 Council continued to <br /> October 2, 1978 the <br /> status report on the <br />zoo development prepared by Robert E. Gresham, Director of <br />Recreation and Parks, and the report on the renaming of the <br />zoo prepared by William J.
