CETA TITLE I FUNDING Council reviewed the <br />OCT. 1, 1978 - SEPT. 30, 1979 report dated August 7, <br />TENTATIVELY APPROVED 1978, relating to CETA <br /> Title I Tentative Fund- <br />ing Plan for the twelve-month period beginning October 1, 1978 <br />and ending September 30, 1979, prepared by Keith Blunt, Manpower <br />Project Coordinator; and tentatively approved the funding <br />levels for programs listed in the report on motion of Council- <br />man Ortiz, sedonded by Councilman Brandt, and carried 7:0 <br />unanimously. <br /> <br />Prior to voting, Peter Grams, Director of Community Relations, <br />responded to questions from Council. He stated that funds had <br />been allocated to maximize opportunities wherever possible. <br />Councilman Brandt inquired about the effectiveness of the <br />various programs insofar as training individuals and providing <br />them with background and knowledge required to apply for jobs. <br />Mr. Grams responded that all of the organizations are monitored <br />to determine the number of placements made and that the organiza- <br />tions are aware that continued funding depends on their success <br />in that area. <br /> <br />The report indicated that it would be resubmitted to Council for <br />final approval in September. CA 131.11 <br /> <br />USE OF CITY CARS TO & FROM WORK Council affirmed its policy <br />REFERRAL #15-78 designating the City <br />POLICY AFFIRMED; REPORT REQUESTED Manager to approve all <br /> authorizations for City <br />vehicles driven home after hours; deleted Referral No. 15-78; <br />and requested a report from the Acting City Manager within thirty <br />days regarding possible abuses in the use of City cars by employ- <br />ees; on motion of Councilman Garthe, seconded by Councilman <br />Ortiz, and carried 7:0 unanimously. The action was taken after <br />a review of a report on City vehicles taken home after hours <br />dated August 16, 1978, prepared by Dennis Yata, Senior Manage- <br />ment Analyst. <br /> <br />Prior to the voting, there was Council consensus that possible <br />abuses of all kinds needed to be investigated; that they are <br />concerned not only with improper usage of vehicles being driven <br />to and from work, but vehicle usage during working hours as <br />well. CA 79 <br /> <br />HIRING FREEZE EXEMPTION REQUEST A report prepared by Roy <br />TYPIST CLERK I - MANAGER'S OFFICE M. Ingalls, Disaster <br />AUTHORIZED Services Coordinator, <br /> dated August 11, 1978, <br />recommended lifting the hiring freeze for the filling of one <br />Typist Clerk I position for the City Manager's Office. The <br />hiring freeze was lifted and hiring of one Typist Clerk I was <br />authorized on motion of Councilman Brandt, seconded by Council- <br />man Garthe, carried 6:1, with Councilman Yamamoto dissenting. <br /> CA 50 <br /> <br />HIRING FREEZE EXEMPTION REQUEST A report prepared by War- <br />SENIOR EQUIPMENT MECHANIC ren H. Clark, Superinten- <br />AUTHORIZED dent, Maintenance Ser- <br /> vices Department, dated <br />August 4, 1978 recommended lifting the hiring freeze for the <br />filling of one Senior Equipment Mechanic position for the <br />Maintenance Services Department. The hiring freeze was lifted <br />and hiring of one Senior Equipment Mechanic was authorized on <br />motion of Councilman Garthe, seconded by Councilman Brandt, <br />carried 6:1, with Councilman Yamamoto dissenting.
